eric brooks with san francisco green party and local grassroots organization in our city. so, first i want to make sure that it's made clear on the pg&e question. a lot of very -- varied environmental and consumer groups made sure the settlement that was reached with pg&e was strong, which is good for us because it gives us something real competition and it gives us -- and they'll have to spend more on it and it gives us a rate we can maybe compete with. but explicitly in that agreement is that pg&e has committed that in its program it will build hundreds of megawatts of solar energy in california and hire people doing it. so, people need to be aware that that's part -- this is not a buildoutless pg&e program. and there is real buildout in it. it's statewide instead of local and it's solar instead of integrated. >>> now, as to the presentation today, a couple of quick things. one is that we need to reel back on the buildout question and ask a very fundamental question that we have been asking of staff that we asked in the last hearing, and that is advocates, many of which

our goals are to use green infrastructure to help protect our collection system and increase its capacity. we want to reduce the amount of power in chemicals to manage storm water and to provide those benefits and coordinate with the agencies. we have a multiple approach. we also do watershed and policy development at the citywide scale and try to do community scale level work. and the goal there is to start stacking those policies and prajz together to get benefits from our neighborhood and the collection system. you can see this slide here is our capital efforts that help our system. the storm management contribution is in blue. we expect over the next 20 years the implementation of this ordinance we would expect to see 1 hundred and 50 million gallons and a 20 percent reduction in pollution in the water storm. those are coming out of the capital projects to the regulatory pie. and for those commissioners who were not here when the water storm ordinance went forward this was enacted in 2010. the threshold is 5 thousand feet. and it requires that we have cities turn in a storm water desi

you know the city supports green tariffs. we do have some concerns about this settlement. first of all the rate making formula is unclear, the cost are unclear, the risk for program success is assumed by general body instead of by pg and e which is different from the city of san francisco. all of the initial resource that will be assigned this particular realtime is from energy that's already been purchased under contract by pg and e. there are provision for pg and e for these resources. so they are browning this product instead of a green product. they are looking for a settlement. there is another proceeding. pg and e filed an advice letter which is required by the state law and puc's rule with regard to the code of conduct for marketing against pca's. the utilities were required by march 31st to state whether they would market against cca's or alternatively to create an independent marketing organization. the two other large utilities in the state sce and tempra decided not to set up independent lobbying organizations or marketing organizations. pg and e states that it
