in the nightlife industry. we as an industry deserve that recognition. and now, a few highlights from the 90s. >> welcome to the 2013, 90 awards and the san francisco entertainment commission.♪ [ applause ] some people think the highlights were of van a white. i kind of thought it was jocelyn king in her hat. it gives me great pleasure to introduce to you now the president of the board of supervisors, david chiu. [ applause ] >> thank you, audrey, i'm sorry to have missed that 90s party. i wanted to come to say a brief few words to say what a wonderful job you are doing with city hall and work to go create a vibrant and safe nightlife. when i came to office in my first year there was a shooting that involved eight victims on van ness off polk street quarter. there was a horrible set of shootings that happened around club suede and fisherman's . that started some conversations that initiate neighborhoods and law enforcement on the nightlife and entertainment. because of some of the work that you have done here,

we need to repeal the archaic codes that undermine nightlife. and we need to continue to support our great state senator mark leno in its never-ending quest for a call at that locality. [applause] but we have to also keep in mind that this industry needs to be more and more organized in order to have the political organization as one supervisor, or two supervisors, there is only so much you can do. please come and get more organized. my colleagues, david and my cotoear from you. build an alliance with the business community. one of the biggest champions is that california chamber of commerce. we know it is good for business. and please, organized with the neighborhood bars. there are so many great neighborhood bars in this city that could add that neighborhood element to political organizing. and when you are a district supervisor, it is one thing to have nightclub owners come to you. it is another thing to have neighborhood business owners like bar owners coming to you. we need to organize as a bar owner and that will move us in a positive dire

promoting a thriving and response nightlife is not only important to our city's cultural vibrancy but brings jobs and revenue to the city. in march of last year the city economist did a study that i requested quantifying the economic impact of nightlife in san francisco. as you recall it showed that nightlife generates $4.2 billion for the economics in the city and provides tax revenues and employees 48,000 people. this legislation balances the goal of expanding nightlife and entertainment for our city's cultural and economic benefit with the need to ensure that venues act responsely and if they violate the law, enforcement occurs. brought aims to increase entertainment and also general clean up. a few of the main aspects of the legislation and i will say that i worked closely with the entertainment commission on the legislation, both the entertainment commission and the small business commission voted unanimously to support it. the legislation expands the limited light performance which we created years ago to include outdoor spaces like patios and court yards where currently they ca

i believe this nightlife summit was create because of problems in the public, there was problems with noise, problems with over drinking, a lot of our laws are based on that. i'm here to propose that we have more responsible training for our bar tenders and servers. the cocktail boom around the country has turned bartenders into a true professional. now that professional bartender's job is in question. >> i'm sure it's around the whole notion of where you can drink alcohol and the idea of one of those courses or presentations or event would whether or not it would constitute a public, somebody opened to the public or whether it was essentially amounting to commercial use of alcohol. and, you know, frankly the law is pretty clear on it and we have not or give a quota to a situation where there is any kind of commercial use of alcohol without the benefit of abc license. there are innovative ways to get ourselves into a scenario, a licensed scenario that could let something like that work and another option would be to hold these courses on locations that are already licensed for the sal

been pleading with mta for years to allow that to stay open later because we have such an active nightlife. we have been asking them to allow that to be open for the people who go on broadway. it would alleviate the neighborhood is so congested; the residents can't park on weekends because everybody's looking for a parking space. once again the just have not really considered that and i think that is the type of thing that could be done. i would think fairly easily. here we have an empty garage after a certain hour, that they could charge higher rates if they want, whatever. we've not had any success with that. i think there are a lot of things we could do that would involve spending a lot of taxpayer money. >> there's another question that i wanted to find out. why would cta overrule something for mta? why would they be told that's a cta issue? >> they are looking at a larger, much larger picture. so that kind of thing away has a priority because you're not just looking at a neighborhood. they're looking at a much, much larger picture so their plans are much longer term in terms of what t

this seaside town is known for its beautiful beaches and great nightlife.ficer white is on the lookout for people who may have had a bit too much to drink. >> in laguna beach, it's an affluent community, however it's also known more as a party town. people come to our town to enjoy themselves. they go out to the bars, restaurants and clubs, as a result that does tend to elevate the number of vehicles that may be out on the road with impaired drivers. >> sure enough, officer white spots a toyota prius that's swerving out of its lane. >> i happen to notice that he had some trouble negotiating a turn off the side street to the main thoroughfare. coast highway. with this particular driver i probably followed him about seven blocks in total before i decided this might be an impaired driver worth investigating. >> officer white flips on his lights, and with dash cam rolling the prius pulls over to a gas station parking lot. >> as i walk up to the vehicle, i can immediately see he appears to be fumbling with the license and i can smell the alcohol inside the vehic
