. >> he also is convinced that changes must be made to increase the safety of the sailers. >> we want water ambulance. we want professional divers to be ready. we want paramedics to be on the water. >> and he wants a change in the wind speed limits. right now they top out at 33 knots. he says that is too dangerous. >> what we propose is to lower to 20 knots. >> if the wind is higher than 20 knots, they may not participate. when would the decision would be made and it would be up to the team and skipper. if there is no the an agreement between the other teams to lower the wind speed limit the italian decision not to race could come on the day of the competition. that would play haf okay with larry ellison's plan to make a television spectacular. he wants to started on time to accommodate television broadcasts. what consideration drew those concerns drew a response from the team leader. >> we are here to sail and race and win america's cup. >> accident that took the life of a sailor is being investigated by a panel of experts who will make safety recommendations but they are just recomm

andrew simpson was a great person, terrific sailer and a good friend. our thoughts are with his family and the artemis racing team. he will be missed. >> today's tragedy was the latest in a series of problems to hit the america's cup as they practice on san francisco bay. adamartemis racing -- artemis racing had a previous set back. a beam failed. the team completed repairs. two days before that oracle flipped in the bay during a training run. a strong current pushed the catamaran under the golden gate bridge. last summer the catamaran raced in the america's cup world series more than one flipped over, including this one and on june 13, 2011, oracle's racing boat cart wheeled on the bay. one crew member suffered minor rib injuries. our chief meteorologist bill martin has been looking into what the conditions were like when the artemis racing boat flipped over. >> nothing unusual. wind conditions exactly what you would expect and that is why they were practicing. these are the winds they would expect. winds were 20-22 miles per hour. some areas 15. winds
