so just a minute on the sfmta. and as you know we will put together to really be an integrated comprehensive transportation for the city. the voters took what used to be some pieces of muni of tax is and tackering and traffic and put it altogether under one roof and we could integrate and coordinate in a way to manage the transportation or the city. and it was what we are a unique agency in that regard and i think that there was a lot of foresight for the people and the voters of san francisco to put that together. i think that we are still going through the growing pains and really coming into our own as an agency. but i think that the direction is a good one for the city to enable us to comprehensively evaluate the transportation and manage transportation for the city. and the sfmta board of directors last year, approved a strategic plan for the next six years for the agency and i wanted to briefly outline the goals of that plan. and the first goal was safety, above,. but the second goal was implementing the mand

with conditions, to sfmta for three requests, subject to the attached fiscal year cash flow distribution schedules, and to amend the relevant 5-year prioritization programs. 4 >> good afternoon commissioners. this item begins on page 43 of your packet. we are recommending allocations for prop k funds for the project. the first project is to install new pedestrian signals. there are 6 pedestrian count down signals with timers and six accessible and audio signals. the locations of these signals is shown on page 57 of your packet. there are also associated with other improvements that will be provided with this. the prop k funds funded the design phase which is a hundred percent complete. next project is the polk street demonstration project. the fta requested $5,000 to construct and evaluate a demonstration on polk in different locations. the demonstration project will install improvements like by ways and temporary curb extensions with pavement marking. this will allow mta to study the potential impacts of these types of treatments, these types of bicycle and safety and pedestrian improve

(calling names) >> good afternoon supervisors i'm deedee from the chamber of commerce. the chamber of commerce represents over 15 local business in san francisco. i don't think people understand that most of the businesses we represent are small businesses. with we care very much about the parking issues of businesses. the outreach has to be rofbl and comprehensive. especially, when you're talking about small neighborhood and merchants, you know, policies that expand parking he meters across the city. small businesses and merchants concerns have to be taken into account they have to inform the plan and adjustments need to be made accordingly and we've heard considerable input today that, you know, everybody has their own need and some neighborhoods you need parking meter to help you get turnover so, you know, you can have a flow of clients into our business so this can't be one plan that gets imposed

the sfmta took into consideration some of the challenges and those economic challenges were never meant to be addressed through the disabled parking placard. as we see from the data to other cities is the best way to increase public parking is to charge the fees at meters. it takes the incentives away for misusing placards. in pittsburgh for example, the available of parking downtown increasing by over 500 percent. >> one of the things that we learned from the department of motor vehicles was that the application was something to consider in the time. parking accessible themselves wasn't available. you had to turn it with your thumbs and for finger and we didn't have curb ramps in the 1970s to get up on the sidewalks to pay the meter. what the or again of the payment exemption was really about trying to find a reasonable accommodation and inaccessible parking structure. if our recommendations do move forward, it has to move forward with the continue condition that it's required with accessible meters that accept multiple methods of payments. an example the mta is replacing it's meters s

it seems sfmta has serious outreach problems in -- and a pr problem. the coalition with small business has been left out of the loop. we were brought to the table at the point where we became a spoiler; the plans were drawn up without our input. the community residents and businesses seeing strongly opposed to the plan and yet we come across as a bad guy because we are trying to change plans that have already been put forward. the question is, why would the process not include the community that it will impact so dramatically and the businesses that it will impact so dramatically? they claim there was outreach but none of us saw it. we had no idea. god knows we are very interested in that is why there has been so much emotion, because it was after everything had been proposed that we were brought to the table. we are the spoilers and working from a position of weakness when we should've been included in the process from the very beginning. it would have meant that the board would have come up with plans that included input from everybody not go back to

thank the number of departments that are working together with walk sf and not only public works but sfmta which is taking a lead on pedestrian strategies and making sure our streets are safer with our police department and with our health department and so many others . they are coming together to form a strategy that not only encourages people to walk but we need to do more to ensure our streets and sidewalks are safe for our school kids, parents, seniors, everybody who we encourage to walk more and keep healthy and also need to work more on the safety of our streets. that's the announcement i wanted to make today in addition to walk to workday and that we now have presented online and paper form a pedestrian strategy program led by the sfmta and transit authority along with their partnership with public health, public works and with our police department. we have in the past back in 2010, set a goal that in 10 years by 2021 we should cut the number of pedestrian fatalities by 50 percent. we are going to measure our way there in the next eight years. we have identified through numerous m
