today will be busy at the concord police department. they are handing out 900 of those antitheft clubs for anyone who lives or works here in concord. now, if you own a honda, toyota, nissan or acura from 1985 to 2005 you are get one. these are the most stolen cars, 40% of all cars stolen in concord. that's in part because they don't have this high-tech fuel shutoff or transponder chips and keys that make it harder to start the ignition. the clubs are not foolproof but they make a thief think twice. >> a crook is more apt to not touch that car because they can see it on the steering while and that may have them move down to another car because they don't want to work harder to try to get these off. >> reporter: now, the money to pay for the clubs comes from the asset forfeiture funds. they cost about $50. one of the people who used to own one of them said don't pinch your fingers when you open and close them. they're heavy steel. >> they are tricky, sue. so how serious is car theft in consumer report? >> reporter: apparently it's decline
