in 1968 europe yesterday the leadership changed selecting a technocrat with regressive leanings jerry wilsonto replace layton as mpd police chief. with or without the help of congress johnson showed determination in his efforts to professionalize d.c.'s police force. the resulting drive to recruit more blacks to npd and of course the fact that african-americans would realize the pool for the agency converged to produce a number of tragic episodes that initially only serve to emphasize the racism that pervaded the department. a good number of african-americans to join the npd before the commissions report either quit the force are retired early as a result of frustrations encountered on the job. one such retired officer charles dickson was ordered to move along by two white officers who went dissatisfied with the district response arrested and beat him. such incidents of harassment of former are off-duty police officers galvanized the force. as washington police columnist william raspberry reported in 1966 black officers once shrugged off such abuse but now that it is happening to other offic

joining us on "newsmakers" is senator jerry moran, republican and chair of the national republican senatorial committee. thank you for being with us. >> and reid wilson. thank you for being with us. let me begin with the main question. how do you get sick seats to retake in 2014. what is your target? >> we want to increase the number of republican senators. i say that because i believe it is important for the country. i am interested in this topic not because i am a republican but because i believe the country needs a different direction. our goal is to make certain that we move in that direction. it would be great if we had more than 50 senators. you do that by reelecting the incumbents, the republicans that are out seem to be in excellent shape. no incumbent republican senator faces a significant challenge in being reelected. our primary responsibility is to make sure that those republican senators are reelected. then you work in open seats and try to make certain that republicans gain in the elections for which there is no incumbent. there is a great opportunity to defeat a number of democrat senators who are up in 2014. it is about the numbers an
