my brother is also starting city college in the fall and won't be able to if city college closes, won't be able to achieve what he wants to do, and he wants to study law. i've been humbled by my experiences at city college and it's nothing like what my high school teachers and media have told me. i regret [speaker not understood] many of my [speaker not understood] as they will not transfer out in time because time is of the essence to study and be the most successful student and i guess i'm out of time. thank you. (applause) >> thank you. >>> my name is dawn moore. i'm alumni and current student is the ccsf. the accjc commission members did not reveal their hearts, goals, connectionses and how they got their position. but accjc wants to close ccsf or reduce ccsf in spite of ccsf, san francisco's people and our elected board. accjc statements that ccsf would and then they could and then they would lose accreditation and, therefore, our enrollment stopped rising. and it's worked at compton junior college and they used that as proof because they didn't have an elected board any more, they

and we want other cities to win that title as well. we're not satisfied being the only city in north america that earns that title. we want other cities to earn that as well because that will up the competition, and we like competition in this area. we also passed a business tax exclusion for clean tech firms in our city. we've taken advantage of our position as being in the center for business and innovation to become a hub for international clean tech firm. our historic strength and our city has been in finance, and, so, solar firm are moving here to san francisco to be close to their financial partners and to major utilities and government agencies such as pacific gas and electric, our san francisco public utilities commission, our california public utilities commission as well as the environmental protection agencies. we are now home to more than 35 solar companies and five of the top 10 solar module manufacturers in the world have their offices here in san francisco. we're home to energy major developers and installers, including sun run, sun edison, teeti

city hall i think has it change. that certainly is something i will be focused on in the beginning here in city hall. putting people back to work. it is an individual issue but it is a family issue and we've a lot of families still struggling and i think people have lost sight of that. hopefully we will be getting out of the recession soon but we need to do a lot to accelerate getting out of that recession, making sure families are back at work and children are provided for. to me that is my biggest priority. i think that we do lose a lot of sight in the past district supervisors lost sight of the fact that we do represent san francisco as a whole and we need to make sure in city hall we are enacting policies, laws and legislation that move the city forward as a whole. these are the neighborhoods i grew up in, so for me it is fun to be in them to really understand what is going on and be able it fundamentals some of the thinking and some of the people that are making decisions. >> right here we played football. flag football right here every year. we hung out right in the gym. directors looked after

and also for city-owned and leased buildings and garages since we want the city to be a model in providing bicycle parking, we require the existing city-owned and leased buildings and garages to comply with these new requirements within one year. so, while these new requirements wouldn't apply to existing privately owned buildings, they will apply to existing city-owned and leased buildings. a little bit about requirements for different uses. so -- and how it will change. for residential use currently the requirement is one per two units. the proposed language, the proposed ordinance changes these requirements to one space per unit for buildings over three units. and also scale it had down for buildings over 100 units and it will be one space for each four units. 200-unit building, the requirements will be 125. also, the requirements would be different for different types of residential uses. it will be lower for senior housing, higher for student housing. so, for commercial uses, the way the existing code is drafted, it's an overall definition of commercial. the proposed language changes

what that requirement entails is any time the city passes funding onto an external entity whether it be a nonprofit organization, any cdos, or any other local government, the city as the primary grantee would have the responsibility of monitoring those other entities to make sure they are in compliance with the federal requirements. the finding related to a [speaker not understood] member, the data universal numbering system which is a number that is applied to an organization and it's used by the federal agencies to help track where the funding is going. so, there is a requirement to obtain the required number from the [speaker not understood] prior to awarding any subcontracts. so, as a result of our audit for these two federal programs, we found that the dph did not obtain such numbers from the recipients for 2012. would you like the department to speak on this item? >> thank you. >> [speaker not understood] from department of public health. we have notified all our contractors that they're required to submit the [speaker not understood] number that will be part of their requirement

we are at a crossroads and we have to make a choice whether we want to be a city that continues to attracteople here, whether we want to be a city that wants to continue to attract the creative class here, creative whether they are raiders or tech folks. the reason why so many people come is because we have those cultural resources including nightlife. if we continue on the path where we are which is to put continuing pressure on that and making it more harder and more complicated and more expensive for anyone to offer nightlife to our city, we are going to suffer in the long run and we'll become a beautiful and very quiet city and very peaceful for everyone but it won't be the interesting place that it is today. on the san francisco political spectrum of either liberal or more liberal or really liberal on one of those scales, by the san francisco standards i'm probably considered a fairly law & order kind of guy. i'm probably not by natural standards but by city standards. i think when it comes to nightlife, we view it too much from a law enforcement perspective. although law enforcement

san francisco and our city government is a perfect example of that, has a long history of being able to respect and adhere to the values that we have as a city and still have a government that is fiscally and financially responsible. the concern that i have and where i hope that we get to a point where the entire elected city family is on the same page is that some people are talking about having this financial house in order, but saying that that means that you have to lose all these programs, you have to lose the identity of this program -- of this entity. and if that is the position of what it means to be financially responsible, then i do think we're going to have a problem. there are things that have to remain -- (applause) >> and that's what i want to be clear about, that we cannot save city college if saving city college means having a city college that no longer looks like what city college has been. so, supervisor avalos talked about the language programs. it's the adult education classes, the job training programs, the work force development initiatives. it's the second chan

city. you can also be able to help me do a lot of cleaning up in the south market and tenderloin. at's the great spirit of having the employees here in downtown and part of a great exciting evolving city of san francisco. today we are here to make a very strategic announcement. an announcement that not only benefits our two great cities but suggest that we can contribute to the whole cultural movement of this country by having a digital summit, if you will, that we saw last october that mayor bloomberg brought many of us to new york to participate in the first technology summit. bloomberg's philanthropy sponsored and we learned a lot and saw some very good examples that we thought it would be wonderful for our two cities, bloomberg philanthropy and what us both as mayor's do which is bring our experience to each other and offer an opportunity for other mayor's to join us in a great summit. in september 30th, of this year, we'll be in new york to kickoff the first two planned summit meetings. inviting other cities to participate and develop an agenda and talk about and not only what

if it wasn't for city college of san francisco, i don't know where i'd be right now. but i am a counselor with my advance degree so i am city college. the other -- i wasn't planning on speaking today, but i really wanted to get up here and share with you something that i found very distressful. i think it was like the second semester when our interim chancellor was at our college. it was a staff development day and all of us were called in to a huge auditorium and we had a speaker that sang the praises of university of phoenix. and we were told that we needed to offer more classes like them, online classes, putting more students so we could offer -- we serve more students by offering online classes. so, although that might be appropriate for some of our students, that's not representative of our whole student body. and i would like to keep city college accessible like the rest of my father and provide opportunities for people who otherwise would have none. thank you. >> thank you. (applause) >> all right. so, i'm up here to present the graffiti-watch volunteer award and the graffiti watch program is a program that started about four years ago. over 300 people enrolled in the program, and about 180 of very, very active people,. very, very active means those people go take time out of their busy day to go remove graffiti and make san francisco be graffiti-free. and in that 180 there are very, very few that get up early in the morning, early -- i mean, 3:00, 4 o'clock to go and make sure the neighborhood is clean before everybody wakes up to see a nice clean street or nice clean wall. and the awardee tonight and the winner is larry win ham, if he would come up and receive his award. a big thank you to him.
