it's not clear why some departments aren't tier one. this things seem essential 311 and the animal control given the number of pets we have in the city, the board of supervisors the mayor's office, the office of labor standards and enforcement that plays an important role to make sure people get their wages and the dependent on the status of women and the office of small business given the large number of immigrant business owners so i think it would be really useful for us to have a more sort of larger discussion about whether or not the designation of tier one and two accurately rblths you know what the need actual say, i hope we credit this. the other thing is there any way to actually put for meat into this so there's an actual, you know, formalized standardized review process to that when the publicity perhaps when the budget is heard i know there has to be a report on language assess compliance by that department and so that's know sort of an automatic thing that happens it could happen informally but whether or not it should be e

if the police departments took a standard strategy department-wide. sfpd staffing channels is moot matter we found it they have bicycle baiting where they'll you put a best of my knowledge out on the street with a poor lock and observe thieves but that's not something that can be done and it requires staff resources to do that but it's prove that to be a fairly successful unique. we did look at other cities and a bicycle programs are in place in a number of cities and a an important decision whether it's a volunteer or voluntarily involuntarily system. city of oakland has volunteer programs. predictability in trends where their reviewed and pro-active methods see are taken where the bicycle theft is expected to be in the future. city of santa cruz had a program and one precinct in the city of la had a program in place and found the same results. finally optioned for the board of supervisors to consider in dealing with the issue establishing a bicycle program would be a improvement and it would take some paperwork but it's not particularly hard for bic

again, i think the department - the officers of the department do a great job. the reason we're able to have a homicide rate we do because of the spectacular jobs by the folks at the hospital but you can't leave out the officers commitment. which despite being down 15 percent in staffing still making tremendous gains in homicides being solved. we also unfortunately had a home robbery on tuesday. there was a marijuana problem. one person was shot and did not survive his injuries it was one of the invaders. the resident of the house was able to get the gun and shot the invader this is a defense. there's been a lot of good things which is the specific last year police peculiar on monday we raised about $10,000 for the sports events. we had a lot of graduations. we graduated a academy class of 24 officers on thursday. we have a summer academy in about, we promoted 10 lieutenants and 45 sergeants. and this saturday we will have the first golden silver bowl game pitting the tenderloin boys and girls club. the founder of the gym has an idea where he works with the folk
