the department has a number of minimum staffing requirements it must meet and the goal of the department is to do so efficiently as possible both from a financial perspective as well as an operational one. this next slide is really cramped, but we washingtonved to just do it in 10 for you. the slide on the left, as you know, is a familiar slide. we talked to you about it in april. it gives you a high level look at our budget expenditures. and as you look at the chart on the left, the department's operating budget consists of approximately 92% of operating budget costs allocated to salaries and fringe benefits. it leaves a remaining 8% to account for items such as materials and supplies, equipment, and work order services of other departments that are required to support our daily operations and core functions. the slide on the right sees the programs that our budget funds. the vast majority of our budget goes to front line fire suppression operation which includes fire and ems response as well as all specialty units and responses including our fire [speaker not understood] hazardous mate

it's not clear why some departments aren't tier one. this things seem essential 311 and the animal control given the number of pets we have in the city, the board of supervisors the mayor's office, the office of labor standards and enforcement that plays an important role to make sure people get their wages and the dependent on the status of women and the office of small business given the large number of immigrant business owners so i think it would be really useful for us to have a more sort of larger discussion about whether or not the designation of tier one and two accurately rblths you know what the need actual say, i hope we credit this. the other thing is there any way to actually put for meat into this so there's an actual, you know, formalized standardized review process to that when the publicity perhaps when the budget is heard i know there has to be a report on language assess compliance by that department and so that's know sort of an automatic thing that happens it could happen informally but whether or not it should be e

many of the tier one departments include our first responder departments and our law enforcement agency and other agencies that provided social services to our residents. without monitoring by the department of civic engagement many receipts face challenges in assessing government assistance and services. and lately the third goal is to play tier two departments under the same reporting processes to collect data on the areas of providing language assess. currently tier one departments often provided general and - requests in their compliance data and tier one and two should provided language service calls for each department or agency. i know a number of my colleagues from supervisor cowen and others have been active in assuring there's assess in their district. and to look for more data to make sure more districts are included. and today, we have presentations from our director of o correction e i a. she'll be followed by another deputy director and our director of our 311 program and lately the department of youth and family families. we're expecting david shu u chu to come in and we'

particularly for departments such as mine that only have two vehicles other clarify with the department of environment the for small fleet such as mine the five percent per year reduction for four years for 20% reduction would not apply to the two vehicles that we have because that result in a 50 percent reduction. i did also clarify that the vehicles at the occ don't qualify as public safety vehicles for an exemption such as the police department vehicles, fire and sheriff. as i indicated last week, because our vehicles are over 12 years old they would have to be retired by june 30th, 2015. they do not have high mileage and each fico has about 55,000 miles on them. there is currently no exemption for the vehicles under the ordinance . should the ordinance not be amended to accommodate our vehicles our continue to urge the board of supervisors to approve the replacement. thank you. >> supervisor farrell: thank you ms. hicks. we don't have a separate report; this is contained within the police department, correct? okay. >> thank you very much. >> supervisor farrell: thank you very much.

again, i think the department - the officers of the department do a great job. the reason we're able to have a homicide rate we do because of the spectacular jobs by the folks at the hospital but you can't leave out the officers commitment. which despite being down 15 percent in staffing still making tremendous gains in homicides being solved. we also unfortunately had a home robbery on tuesday. there was a marijuana problem. one person was shot and did not survive his injuries it was one of the invaders. the resident of the house was able to get the gun and shot the invader this is a defense. there's been a lot of good things which is the specific last year police peculiar on monday we raised about $10,000 for the sports events. we had a lot of graduations. we graduated a academy class of 24 officers on thursday. we have a summer academy in about, we promoted 10 lieutenants and 45 sergeants. and this saturday we will have the first golden silver bowl game pitting the tenderloin boys and girls club. the founder of the gym has an idea where he works with the folk

the mission of the department of human resources is to recruit and develop the city's workforce to meet the city and county san franciscans needs. we focus on leadership and implementation. looking at the high-level budget we have our finance director. you will see we have cycle changes 90 in our budget. those effect the bargaining unit. in years we have the responsibility to increase our staff. they were able to reduce staff in those areas. i can see by the pie chart the resolution is not that good. 38 percent of our staff works with workman's comp. and we have a contract with the administrator. we have 35 percent of our staff implementing the civil service. i want to highlight a couple of key initiatives. we have a community anti research program that we're piloting it's based on a model we use a couple of years ago. that was to reach anti to increase employed communities and open up training modules and ways to give people a leg up believe will increase the diversity of our applicant pool. our most recent mellowing pool for fire department and police it's fairly representative of the

and our police department and fire department and human services agency and our health department. you can see the next chart shows you where we get most of our money. so we spend a lot of time in san francisco talking about how to balance the budget. and we tend to focus that balancing conversation on what we call the general fund. those are the funds that the city has discretion over. in terms of making policy choices on what to spend money on and what to cut. where do we get our money? the biggest resource for san francisco and property taxes, it's over $1 billion a year. and we receive significant revenues from the business taxes and sales tax and hotel tax as well as other local sources. also important to know that about one out of every five dollars that san francisco spends comes from the state and federal government. when the federal government does things like implement a federal sequester. that has an impact here on san franciscans. if the state budget changes, that has an effect here on us. it's important to know that we have control over some of our revenue but not all
