but this is also about district 4, the sunset district, and park side district. so, we're going to be doing our best to share kind of district 1 and district 4 comments today. i'm the representative and supervisor from district 1 and i wanted to make a few comments first to say that we're a city that is in the midst of working our way out of the deficit. for the past couple of fiscal years, it's actually been five years of tremendous cuts in our city. and even though it looks like we're at the doorstep of a recovery in our city, the next year will still be challenging to many in our community as we go through this difficult budget process. and we have our budget chair, supervisor mark farrell who will be attending not only this hearing, but also all of the hearings through the city as well. the purpose of this town hall as the mayor just stated, is to provide community members with an opportunity to express to all of the department heads and decision makers here what we feel our budget should be, what our budget priorities for district 1 and district 4 should be.

come to district 3 and district two and districts 6 and 10 when and see what type of influx of economic activity these events drive to us. i think that is something that is not talk about enough. both the community aspect, the intangible fact of who we are as san francisco, coming together around sports teams, that is an incredible opportunity, but then, the economic drivers in our neighborhoods is very real, and i think something that we are lucky right now, certainly in district 2. we have the blue angels every year, but the america's cup will become a large economic boom, and we need to pay attention to how much that benefits us as a city. >> it looks like we are just about out of time, and it sounds like there is a lot happening in city hall today, so we are going to wrap this up. >> there is. >> always. are there any other issues or things you would like to share briefly with respect to your new position as supervisor, or thoughts you have about san francisco before we wrap up our conversation? >> i touched on it earlier. for me, personally, especially coming from my background out

representing the community meeting for the district. members of the central market community are here today to share highlights of the central market community benefit district. it's missions purposes and service and benefits. we are also here to share our reasons for the request for the renewal expansion of the district. i want to speak briefly about where we have been for the last 6 years and give some brief overview of who we are. the mission of the central market cbd is to improve the quality of life in the public realm and create a clean, safe environment for workers and merchants in san francisco market district. the cbd was formed through property vote and approval by the san francisco boards with the annual assessment budget of $535,000. it's been operating with a board of directors. there has been a high level of transparency and accountability for the cbd and for the non-profit governed by local and state law with audits by the cpa and the city. if the district is not renewed, the cbd's neighborhood services and benefit will s

that is the rto, nct and upper market districts, nc districts. the loss of residential units in the c-3 districts is also addressed separately in section 2 12 e of the planning code. 67c.103 of these three sections, section 317 which applies to most of the city, section 207.7, which addresses the market octavia plan area, and section 2 12 e which applies to the c-3 district has its own set of controls and criteria for the loss of dwelling units. the proposed ordinance would for the most particle these controls into section 317. planning code 207.7 would be amended to delete the 13 criteria for review of the loss of units in the market octavia area and would replay them with a reference to the criteria [speaker not understood] in section 317. just move them over. it is important to note, however, that the criteria, the 13 criteria outlined for market octavia do not exactly match up with the 16 criteria used in section 317. so, to that end the department's proposed modification would be to include any criteria that don't line up in section 317. so

we're going to do the match of the district and we know it isn't representative of all district but we know what district were picking you up from. we have the data that a lot of the kids are coming out of district 5. i want to point out the citywide fund at the bottom is over looked at but that citywide funding is cruel when it comes to target some of the places in the city. the workforce plan for example, we may have a program like one in the mission but their serving kids from across the city and reaching into the other departments like juvenile. so the citywide services some days with not recognized as reaching the kids in our district but they are. other example is my interim went to the bay area and she came to our office everyday to work that would have been citywide funding. okay. so this the the projection of kids to be served. at any time compared to again consensus 21 data. and here again, it's american people imperfect matching but this is what we have. even when we district. this is the last question. can i turn it over to you? >> so the last question was around the summer

and it's a different district. we're dealing with iphone thefts and other quality of life issues, home invasions and things like that. and i think with the additional police officers and also the foot patrols and some of the things that seem to be happening, especially in the high-crime areas like the lower haight, it's really changed things. it's more of a deterrent when you see police officers walking around, engaged with residents, engaged with business owners. it really helps to change the environment overall. so, yes, we do have issues of crime just like any part -- any other part of the city. i'm just really happy that it's not what it used to be and i think it's a manageable thing. and we just have to deal with it more and add some more academy classes, but also look at programs like sf faith which helps people learn to take care of themselves and each other as neighbors. we have to make sure we're providing opportunities to perpetrators of these crimes and making sure we're prosecuting people who are commit

i am a huge fan of books and all that you do in the unified school district. so this book is very educational and the illustrations are phenomenal and the couple in the marina and it was written specifically about the role of the fire boat phoenix during the 1919 earthquake which we will be commemorating the 24th anniversary, often times i go to the schools and many of the kids have not heard of the book and it is educational at all levels and adults can learn from it as well and i am proud tonight to say that on behalf of the fire department we want to donate a book to each of the schools and it is really on behalf of one of our retired members who i speak with today and he wanted to be anonymous and i said please could i mention your name and it is somebody that i worked with a colleague of my recently retired and his name is tom dudea. and he retired as an assistant deputy chief and i was proud to promote him and he was also a teacher. i will have a book that i will pass out tonight but i would like to read what we have on the outside of the book to go to e

in the sunset district. you might know chrissy, who is the point person for bayview and portola and it goes on, so each neighborhood has an advocate in city hall and it's really important, that advocate is staying on top of what is happening in the neighborhood and working with the agencies to get the district the support it needs. the job squad, for the first time, we have -- we have two guys who are pounding the pavement, conducting proactive outreach to small businesses around the city. sometimes we acknowledge that not everybody is going to walk down to city hall and come to the small business assistance center and talk to chris and regina and jane. there are a whole lot of business openers owners who are just going to stay many their business and maybe the only interaction they have with city hall is getting their tax bill and we want to change that so we're sending city staff out to connect them or even at the department of the environment, whatever services are most relevant to those businesses. so th

i am speaking on behalf of this group south of market district. if youth programs are cut single mothers like myself have to worry about where the children spend their time when i'm at work or after school activities and most of the youth are low income youth. a lot of them are sro's and i am asking for funding for sro's and asking you put money back in toward the youth. she wants me to say that this part she has written down. even with the incredible growth in the mayor's budget and the city has unmet needs the supervisor ask and to make the budget whole. the current proposal is balanced on top of the vulnerable communities, seniors families and people with hiv/aids and others and the impacts impact the entire family city. more homeless on the street, more families can't keep their accessing and youth with access to jobs and health services creates instabilities city wide. >> thank you. >> thank you. next speaker please. >> hello good afternoon supervisor. my name is charm. i am with the after school program and summer program and the after schoo

districts were 30% of high needs, 50% of the base. so those districts like you're seeing may receive $3800 more than what we're getting right now? >> yeah, over time. and all of them get an increase in the short range as well. plus we added some money to implement a new curriculum called a common core curriculum. the whole package is based on -- you have a base, you have a target funding after eight years. you have an adjustment for low income and english learners, and if you have a high concentration, you get even more money. and it frees up numerous, tens and dozens of categorical earmarks that had grown up like an accretion over the years, some of them going back to the 1970s, so we had 42 categorical earmarked pots that the local districts had to spend on these littlity bitty things like more counselors or a small garden or things like that, and they couldn't maneuver the money to places they needed it most. >> a larger district will go from $7100 to $7500 next year. by the time the plan the is fully implemented, oakland will be g

i am a graduate of the san francisco unified school district myself. so, i am very invested in the school district and one of maria said that the dlac has made a number of suggestions to the board and it seems how the new budgeting is being broken down, a lot of the moneys is unrestricted funds and does cause a concern for us. and we see that a lot of the staffing is also going to come from on top. so, substitutes is one of the suggestions that we made, so the substitutes is a big issue especially in the schools that are offering the immersion programs which are elementary and schools and we are suggesting that a substitute be assigned to the school site and this substitute must have a good relationship with the students and must be able to speak, read and write in the language of the immersion level. we heard many complaints nr the members that the substitutes were being sent to immersion classes and they don't speak the language or some of them are not even qualified to deal with elementary schools and ter actually high school substitutes and there i
