there are 13 other states, and the federal government which already do this and in the 13 other states, we have the data that shows that we get better results, better outcomes, meaning safer communities, and surprisingly the states include not only the large eastern states of pennsylvania and new york, but also states like mississippi, south carolina, west virginia, wyoming, iowa, all of which use this mid deem charge rather than felony. and what we find in these 13 other states is that there are higher rates of drug treatment participation, lower rates of drug use, and even slightly lower rates of violent and property crime. so again, we can prove we can have safer communities. and then of course there are the unintended consequences of a felony conviction. consequences that really can cause great damage to a young life for many decades out. the very three things that can keep someone successfully in his or her recovery, access to housing, education and employment are put farther out of reach because of a felony conviction, especially in a down economy, someone with a felony has great

i hear politicians calling each other bullies on the campaign trail. when i watched the film yesterday it broke my heart that alex who was completely experiencing what a bully really felt like to have these people throwing this word around lightly, politically, for press attention. and i want to go back and talk about bullying. i think people addressed it in their minds what bullying is, but i want to ask you what is bullying? how did that differ or where is it on the spectrum of behavioral issues? is there a point where you say this is bullying? and when do you step in and take action for what would be bullying or what is just a classroom management issue or behavioral issue? i would like to see if you could differentiate just a little bit about when you see intervention most effective for this thing that alex called bullying? >> as mandated reporters for sexual abuse but where is the mandated reporting for this type of abuse and stand for it and call out? i think the notion of the restorative frame and it's a reporture of a relationship and until suc

so there are other variables. but from the purely military point of view i think it is within reach and i do not say that lightly because believe me, i've spent a lot of time there and working on the problems and the issues there. you have to because your heart has to be in it because our people are there. >> do we read that as a possible leavitt if you couldn't get that bilateral agreement you might be able to live with this zero option? >> that's for sure we have said that we need the bilateral security. does not having a bilateral security agreement and therefore not having a joint plan between the afghan government and the coalition after the end of 2014 not a good thing? no, it's not a good thing because it will disrupt the stability to achieve this result. as i said, it was in reach. but that isn't entirely within the president's purview. we need afghanistan as a partner and we need our coalition partners. so there is a whole issue in afghanistan that we haven't talked about. >> what about the audience here
