karl, you tweeted don't believe hhs happy talk. obamacare will increase individual market premiums by 99% for men and 62% for women. i had a gentleman who said the opposite last night. how do i know who to believe? >> read the fine detail on the report that came out of hhs. what hhs did was compare the current estimates of cost for some of the -- for the cheapest bronze, silver and gold policy and the second cheapest silver policy to the original congressional budget office projections. not to what you are actually paying, they are comparing it to what you thought you may pay. if you look and compare what the rates are in their estimates to what people are currently paying, young men on average will pay between 97 and 99% more than they now pay. less than what the cbo projected but more than they are paying now. young women, 55 to 62 the% more. north carolina men get hit the worst. they will pay -- if you look at current rates in the state and compare what obamacare will require them to put out of their pocket it's a 305% increase.

let's go back to jonathan karl at the white house. jon, this is about u.s. leadership on the world stage. what does the white house want to happen now? >> there is so much at stake for the president. he asked congress to postpone that vote at a time when he was going to lose that vote in congress. now so much rides on this diplomatic effort. he wants to go forward and see that diplomatic effort without being cut off here at home by a congress saying that they would not support him if he chose to attack. >> back now to martha raddatz. chief global affairs correspondent. what is the view at the pentagon about the russian deal and what is your thought about keeping the finger on the trigger someone said to jonathan karl earlier and keeping the u.s. military on alert? >> i think they have to stay on alert and the president made a case for the military strike, the threat of a military strike to stay in play. at the pentagon everybody is hopeful for a diplomatic solution. but it's highly unlikely that there will be a military strike because of these delays. >> is

martha: karl rove joins me at carl. days really in between the president proclaiming this was a serious issue and we needed to do something, and the g20 and the golf games that happened in the middle. timing is everything in life. is that a big problem for him now? >> i think it is, martha. let's look at the broader picture. two years ago the president said the time has come for assad to go. it appears he had no strategy, no plan to act on that statement. that's and powerful statement coming from the president. a year ago he said it would be a red line for him if the syrians use chemical weapons it appears in the last year he had no planning, no strategy, no set of meetings designed to create a fashion at coalition if syria used chemical weapons. then we had this, you know, keystone cops, the president looks like he's about ready to take action. then on a friday afternoon has a 45-minute walk around the south lawn of the white house and decides he's going to go to congress, plays golf and heads off to the g20. the energ
