congress votes to intervene. >> margaret brennan from cbs. >> reporter: i asked the secretary why it has been so difficult to get countries to join the effort. is there anyone besides france willing to take concrete action to participate in a military action? >> ythe answer is there are a number of countries in the double digits, who are prepared to take military action, and i have said previously, and i repeat again we have more countries prepared to take military action than we actually could use be in the kind of military action being contemplated. >> reporter: here in paris, secretary kerry will meet tomorrow with arab leaders, many of whom privately support military action, but they fear reprisals if they help join a coalition to attack a neighbor. >> axelrod: margaret brennan traveling with the secretary of state in the paris. thank you. president obama will spend the next several days making an appeal to the members of the congress and the public for support on strikes. let's bring in chief white house correspondent major garrett now. major, would the president launch a strike

margaret brennan was there for us today. margaret, what happened? >> reporter: scott, there has been very little progress since this deal was hammered out just 10 days ago. the meeting today ran nearly two hours, and there was a lot to discuss. secretary kerry and his russian counter part sergey lavrov came into this afternoon's meeting with sharp differences over the terms of the deal and how to enforce it. the u.s. says russia's public statements since the agreement have been counter-productive. russia still disputes that assad carried out the august 21 sarin gas attack, blames the rebels for it, and says it doesn't want a u.n. resolution that clz the use of force if syria fails to comply. in his speech today, president obama said that threat must be included in any u.n. resolution. >> there must be a strong security council resolution to verify that the assad regime is keeping its commitments. and there must be consequences if they fail to do so. if we cannot agree even on this, then it will show that the united nations isn't capable of enforcing

the deal was struck in geneva, switzerland, and margaret brennan is there. >> reporter: after two and a half days of hasty, arnd of clock negotiations in geneva. >> we're finished. >> reporter: the deal was struck. >> the world will now expect the assad regime to live up to its public commitments, andaise said at the outset of these negotiations, there can be no games, no room for avoidance or anything less than full compliance by the assad regime. >> reporter: within one week, the assad regime must submit details of the weapons in the chemical arsenal. allow international inspections by november and she destroy all chemical weapons material and equipment by the first half of 2014. if the assad regime does not comply, the u.s. and russia agree there will be consequences, though they have not yet decided what those consequences might be. foreign minister lavrov said russia would support a resolution at the united nations security council to punish any violations. that's surprising because it leaves the door open for possible military action, as well as sanctions. the white house said i

our cbs news state department correspondent margaret brennan is traveling with secretary of state kerry. she joins us now from tel aviv. margaret, he is there there to tell the israelis what this agreement means and so on. how is this going? >> reporter: well, bob, secretary kerry is trying to reassure israeli prime minister netanyahu that this is not just an agreement based on words. it will be one based on results. the israelis have sort of cautious optimism. that's how the press is covering it. the idea is that the message being sent to damascus is going to be received really in tehran. the idea that weapons and disarmament in syria is sort of being seen as a model for how the international community might challenge iran about its nuclear program is the focus in many ways of the debate here in israel. keep in mind, there is this diplomatic agreement but it was really hastily put together over two and a half days of around-the-clock negotiations in geneva. so there are a lot of unanswered questions and technical details including who is going to provide security for the weapons inspec

margaret brennan tonight takes a look at what's been done. >> reporter: former diplomatic security agentedkeil just finished an entire investigation for the state department that discovered extensive security flaws at u.s. diplomatic posts. for instance, he pointed to the high-threat american embassy in beirut where the ambassador's office was not blast resistant and not protected by a sufficiently high enough wall. it was the 1983 bombing of the previous american embassy which killed 63 people that prompted the creation of the diplomatic security bureau. >> i think all of the members of the panel that traveled to beirut were a bit surprised when we recognized that we're on an embassy compound which actually created the new security standards because of what happened in 1983 and 1984. 30 years later, we're in an embassy compound that still did not meet those security standards. >> reporter: the state department still has not fully implemented recommendations made after an earlier investigation into the benghazi attacks. those included 1,000 marines to be sent to 27 high-threat posts. only

margaret brennan is in washington. >> reporter: don't need a private conversation public. in the last few hours, syria's foreign minister said his country will accept the new proposal in order to avoid, in his words, u.s. aggression. but still no detailed plan on how to verify or count the transfer of syria's chemical weapons. when one is presented, the u.s. will take a hard look at it. the plan to allow international monitors to take control of syria's chemical weapons was first discussed behind closed doors by presidents obama and putin at the g-20 summit in russia last week. it was revealed publicly for the first time monday by secretary kerry in response to a question from cbs news. is there anything at this point that his government could do or offer that would stop impact? >> sure. he could turn over every single bit of his chemical weapons to the international community in the next week turn it over all of it. >> reporter: kerry's remarks prompted russian foreign minister sergey lavrov to float a similar proposal to the syrian government which quickly embraced it. f
