we're here with supervisor john avalos, from district 11, which includes the excelsior, and will sign, our mission, and crocker amazon neighborhoods. supervisor avalos was elected to the board in november of 2008. we are going to get to know him and talk about the toughest issues facing the city. welcome and thank you for joining us today. tell us a lot about your background, where you grew up, went to school, the job you worked. >> i was born in a town called and los angeles. it was a lot of working-class folks. my father was a shore worker, my mother was an office worker at usc. my parents were divorced when i was 10 years old, and i moved to the east coast for six years before going back to california after high school. i went to school at uc santa barbara, graduated in 19988 -- 1988. i have lived in the excelsior since 1999. i have had lots of different jobs, but my main job is doing social work force and a disco, i have been a community organizer, i worked at a labor organization supporting janitor's working in our high- rise buildings. i was a legislative aide before .wr. i got

i am very fortunate to participate with the "x" excelsior action group on the board of supervisors and have long been doing that for several years. i have worked the transportation authority in the past and we look forward to doing the same in the future. i think by virtue of my participation not only on the board of advisory i'm chair of their business attraction committee we're trying to get now a businesses into the community especially along invention even if i'm able to provide some very significant and meaningful advise to the committee. we regularly hold meeting and partner with other groups in the community the associations the mission terrace association and the "x" excelsior district association and so as such i think i'm well positions to bring to this feasibility study, you know, a significant and broad spectrum of community opinion. so thank you very much and i'll look forward to working with each of you >> thank you, mr. cowen next speaker. >> anyone else who wants to speak seeing none, pubd. >> one other point i should have mentioned we've been asked to suspended one of

we are talking about a working- class community, the excelsior, the bayview, all of these different neighborhoodsre smaller enclaves. we still see the same kinds of challenges. when the schools begin to perform a stellar academic programs, businesses will continue to relocate because the employees will want to live in san francisco and want kids to be educated here. it is a cyclical and symbiotic creation ship. another challenges that we have the highest unemployment rate in this part of san francisco. san francisco before, the numbers are starting to come down a little bit. we have high rates in the latter part of last year, but it is starting to -- it is starting to normalize. it goes back to education. what i would like to see our pathways. not everyone will become a doctor, lawyer, or journalist, fantastic tv host. what can we do? we live in a society where we need engineers. we need sound engineers. we need graphic designers. there are people who prefer to learn with their hands. they like mechanics. we need to bring back some shop back in schools and allow people an opportunity for a differ

avenue in the excelsior district. my other item for introduction is a hearing request based on the budget analyst report of prosac, park recreation open space advisory committee, and the open space fund and the rec and park department's acquisition code. over the past few years we have approved five acquisitions of private property for the -- from the open space fund, for the public uses. the most recent one was 24th street, noe valley, i approved that, i voted to approve that acquisition, but i also in the process noted that there are a lot of parts of san francisco that are considered high needs areas that actually are in need of being able to find greater open space for recreation in the city. i want to make sure that as the city -- budget analyst report indicates there is a discrepancy between the actual acquisition policy and the rec and park department and what is actually in the park code about how we should designate certain high needs areas for acquisition of property for open space. so, this hearing, hope to

we had a few homicides in the excelsior district, one that is very well known, the bologna homicides.hese tragedies are horrible if nothing else but to help communities organize. nay street neighbors really did that. they looked out for one another. they reached out. they created relationships where perhaps they didn't exist before. they looked at their neighborhood and thought, how can we make this neighborhood safer? and they've done amazing things. they've done greening, they planted last month scores of trees in the neighborhood. they brought the community together around garage sales. they actually are holding a market that has not been really a good neighbor in the area accountable to the neighborhood, which is an amazing feat. all of this is done because they love their neighborhood. they are inspired by community. that's what brings them together. so, i want to call up linda and -- linda cook and patricia de font. i have been in san francisco since 1989, have lived in the excelsior since 1999. the difficulty is, muni often sees it as an industrial area, not a neighborhood. we have to figure out how to make it work as a neighborhood and as a place that can service the light rail vehicles. i have had lots of different jobs. my main job has been doing social work for san francisco state university. i have been a community organizer, a social worker, but i have also been a legislative aide. i worked mostly for community- based organization supporting kids and families, working for labor. i got to see how city hall could be an effective tool to create change. i looked at running in 2007, 2008, and somehow i made it. i have been in politics for so many ways, doing work around central america, supporting people in central america against u.s. imperialism, their right to live, self determination. i did a lot of work on that on campus when i was in college. a bit of work on apartheid when i was in college as well. >> i never got involved in supporting a candidate. i never thought a c

probably most importantly that i'm here, i'm a public high school teacher working with students from the excelsior, bayview, and sunnydale districts. my students and their siblings will be most affected by the loss of accreditation or any downsizing. many of my students from low-income communities can't afford to go straight to a four-year college. they have families to support, jobs to maintain, and simply need city college as an option instead of nothing at all or going into lifelong debt. a 12th grade student can take a class [speaker not understood]. what would they do if city college close e what would we all do if city college was gone? thanks. i was talking to commissioner mendoza could this work in the tenderloin and excelsior, because if these are programs we can model we can bring to other areas with similar demographics. a couple other things i wanted to bring up is looking at surplus property in the mission within the boundary lines. i know 1950 mission is there and we looked at putting affordable housing on that site because we understand the opportunity gap is more than achievement gap in the classroom. one of those opportunities is housing. how can we be creative about the assets we do have in the school district family. rent is expensive in the city. we were at an eviction, unfortunately yesterday of a senior elderly couple and their daughter in china town. we know land is expensive. how can we serve gaps that aren't provided by the market. so i'm really xientd to continue to work on that. i wanted to bring up dbi, we have to bring these out. i have to say some of the worst conditions i have seen were in the mission when i went door knocking. we have to contact and see how we can even support these property owners, m

one business in particular that has been quite harmful to our community on the corner of excelsior and mission street there is a met stop. you may have seen last night ktbu did a story about the impact of this business and on the neighborhood. net stop is an internet cafe and what you don't see is that people are using the net stop site for typical business. you see it as an internet cafe. there is sweep stakes winning. you can win up to 50, $200 a night and it's drawing in a lot of people who are there under a loophole who are able to gamble. you know, while we can't -- been working for months trying to figure out how to close the loophole. i have to try and find another method to close this place down to make sure there are not drug sales going on there, not car thefts going on there that have risen because this place net stop has [speaker not understood] since it opened up. edth neighborhood has felt besieged by net stop. the woman hit him. she was dropping off her own kids at excelsior middle school yesterday morning in byron near discoveryo more than 10 miles an hour at the time of the crash. and we understand the boy was wearing a helmet. officers say the woman stopped right away and realized the boy had been pinned under her suv. >> police say a group of teens is responsible for a brutal attack that left an east bay man in a coma. 51-year-old david lamont was attacked outside of his pleasanton home near livingston place off sunol boulevard. the father of two went outside just after midnight saturday morning to ask some people to stop being so loud. when he did not come back inside his wife went out to search for him and found him unconscious and bleeding in front of their house. investigators believe the people responsible are high school students from several different schools including two in pleasanton. the victim's wife still in shock. >> it's just so, so horrible and so cruel. and the fact they just left him there to die, it's just -- i can't even understand this. >> lamont remains hospitaled in critical conditio
