i'm cate caugiran live in oakland, picketers are back here at the lake merritt bart station mourning the loss of two employees killed over the weekend as they were working on a dip in the tracks. federal investigators will be back on scene this morning as they continue their investigation. >>> day 2 without bart. >> we are looking it at long delays at the bay bridge toll plaza. traffic backed up into the macarthur maze on this fourth day of the bart strike. traffic is going to be very slow leaving the east bay heading into san francisco. highway 24 is also crowded between the caldecott tunnel and 580. again we're seeing the highest concentration of traffic delays leaving the east bay bound for san francisco. san mateo bridge still holding steady. there was an earlier accident that's just been cleared from lanes. westbound traffic still a little sluggish approaching midspan and no delays reported for caltrain, the ferries, ac transit. do remember, bart will be offering very limited free shuttle service from nine of their east bay stations. last friday, they ran out of room quickly on the shuttle buses leaving

last night bart employees hold a moment of silence to honor the two men who lost their lives after beinga bart train on saturday. the victims were identified as contract worker larry daniels and christopher shepard a member of the union. >> i showed up and some of my coworkers were in tears. we didn't know the person involved but you work in that environment and you know the ramifications. >> christopher shepard was a senior track engineer and worked for bart he years. officials say he and daniels were inspecting the tracks near walnut creek when a bart train on a machine run hit and killed them. the ntsb is leading the investigation and expect to be in walnut creek inspecting the trains and safety records of the operating train for the next few days. the operator of that train could be interviewed as early as today and the inspector in charge told me yesterday that they may be able to wrap up the first phrase of their investigation the next ten days but the final report may not be done for up to six months. there will be an update this afternoon and we will start reporting that today at

we now know that one was a bart employee and one was a bart contractor and they were performing maintenance on that track because there had been report of a zip in the track. now according to bart maintenance procedures have one person inspecting the, also tell us that it was an experienced person, at the controls of the train at the time, and they also tell us that the train was on automatic mode. it was being run by a computer program at the time of this accident. and we also do know that it could not have possibly been a bart union train driver because they of course are on strike. >> in the middle of those negotiations where strike, any idea of how this accident may impact those talks? >> well, as you can imagine now bart has to deal with questions on both topics. all day they have been scrambling to deal with this strike issue. this morning, the union announced a small development saying they will give their members the opportunity to vote on bart's latest proposal. the union says they expect those 920 members to vote a resounding no on the latest proposal but to talk about what the ne

we are learning more tonight about what led up to that train incident that killed a bart employee and a contractor over the weekend. the accident happened saturday just before 2:00 in the afternoon on a section of the track between the walnut creek and pleasant hill stations. the ntsb says the train was traveling between 60 and 70 miles per hour. it was being operated by a trainee under the watch of a supervisor. >> reporter: well, the briefing is still taking place right now. the lead investigator is answering questions right now as we speak. yesterday we found out that a train operator trainee was operating the train at the time of impact. the man you see talking right there is giving us his third and final briefing. he says this is a fact-finding mission for the agency to find out why christopher shepherd and lawrence daniels were killed by the train on saturday. they had 60 years of experience between them both. they are looking to gather any evidence that they can find. >> during this inspection and examination, flat spots on some of the rear car wheels were noted. we have also r
