i think susan is exactly right. the dealts are now energized and unified and the republicans are divided. >> woodruff: so who gets the credit for this? is this -- was this understood to be a white house strategy that paid off? is that what we're talking about, susan? >> the white house had a strategy that was good, that worked out. i think senator reid and mcconnell deserve a lot of credit and i would give credit to women in the senate. we've had -- we have only 20 women in the senate but still it's a record. 20 of the 100 and the women in the senate starting with susan colins of maine who pushed for a bipartisan compromise and that is something we know from academic studies that women legislators are more likely to seek compromise, to be willing to talk across party aisles. not every woman office holder but as a group women tend to be more willing to do that and you definitely saw that in play in this fight. >> woodruff: how about speaker boehner, stu? where does he stand? >> i think he's going to emerge -- not tha

susan mcginnis in washington. thank you, susan. >>> stocks were hit hard. yesterday the dow dropped 159 points. the index is down 481 points. if congress raises the debt ceiling it could get worse. >> reporter: the u.s. treasury already using emergency measures to pay its bills but by october 17th will be down to $30 billion. >> reporter: mark patterson former treasury chief of staff under president obama says before the end of this month the u.s. government will owe $12 billion in social security payments and $6 billion in interest payments on the debt. and on the first of next month, another $58 billion is due in social security, medicare, and military and veterans benefits. the president would have to decide who to pay and who to delay. >> when i was at the treasury, we looked at all the options for sort of contingency plans. they all have sort of god-awful consequences. >> reporter: if, for example, the government can't pay interest on the treasury bills, it could cause chaos in the financial markets. as lloyd blankfein said at the white house last week

susan? >> it's really in starke contrast to what he talked about, as candidate obama in 2007 and 2008, somebody who was going to unite us all, unite the two parties, stop the clamor on capitol hill. it's gotten so much worse. i've been on capitol hill for many, many years. i've never seen it this partisan and never heard this kind of rhetoric constantly used by both sides, republicans and democrats, talking about gun to the head, suicide caucus, all these terms, and it really does keep them further apart when it comes to finding a deal. >> is there anybody who seems to be able to con silliate? >> yes. and the people who always do this are the moderates. they are a shrinking group in both parties. susan collins never uses terminology like that. the problem on capitol hill right now is that we have these swing elections and it puts people in the conferences for both the house and the senate who are really polarized. that's why you get this kind of conversation on capitol hill. >> i must say, i
