tell us more zena firstly about this armed group who reportedly took and then freed the prime minister because they are apparently affiliated with the government. >> yes, like you mentioned, linked, affiliated. under the authority, a nominal authority really because at the end of the day, the state is weak. these armed forces are stronger than the army and that's clear on the ground. the army doesn't have a presence in a number of areas particularly in the east of the country. also in the east of the country the army has been subject of attacks. nobody really claiming responsibility for these attacks but clearly, someone or some groups do not want to see the central authority strengthened. and really, the incident today involving the prime minister, we saw something very similar just a few months ago. these armed groups laid siege to ministries and they demanded that the government and the general national congress enact a law to force former officials from the gadhafi to leave office. they took matters into their own hands and the government actually succumbed to their demands. which

our correspondent is joining me live from beirut now, now zena.t's good to have you with us. >> i know there is not a lot of information and there are coveragconflicting rortsd report happened. what are we to make what we know so far about the prime minister being seized from the hotel room? >> less controversy now whether or not this was a kidnapping or an arrest. clearly we just heard the libyan government condemn the move calling the rebels who are responsible for this incident kidnappers. the government or the it legal authorities are calling this a kidnapping. this is what a lot of people in libya are saying. i was speaking to a lot of people in tripoli. they don't believe this was an arrest. we heard the rebels who are responsible for the arrest. they say this was an arrest and they are accusing the prime minister on bribery and corruptions. the government is clearly saying that calling on the people to standby them and that the legitimate authority of the official institutions would not be under mind. but the government in libya is very wea

zena joining us live in beirut. it is still a war zone, so how can these inspectors operate? >> reporter: well, it's a difficult mission, even the un secretary general called it unprecedented and dangerous. it is a war, and there is more than one battleground at the moment. the regime is on the offensive, and the rebels are on the offensive in a number of regions. we do not have any specific information on where exactly these sites are located, so it is a dangerous mission on the ground. the deputy foreign minister telling the inspectors that they cannot guarantee their safety in areas where the military is engaged in conflict with the opposition. a very, very difficult situation. the chemical weapons inspectors there is already an advanced team on the ground, but so far they have been satisfied with the protection they are receiving from the government. >> and there may be as many as 2 million more syrian refugees in 2014. how can these countries cope? >> reporter: well, yes, the united nations expecting more than 2 million people to flee syria by the end of 2014, lebanon is
