. >> california like i said decided to raise its wages to $10 an hour for the entire state for tiptons alike. there was a bill moving through the state of maryland that would raise the wage here as well, not with parity between tip to nontipped workers. it will be coming back very soon in maryland in the state legislature and my hope is that not only will the tipped minimum minimum wage be increased and pegged to the overall wage of 70% but actually now a number of states and localities that are part of our movement around the country are demanding to get rid of this ridiculous lower tipped minimum wage altogether and saying look, no worker should receive less than the minimum wage. so that is actually a growing movement around the country but here in the state of maryland there will be legislation soon that will be going to the state legislatulegislatu reto raise both the regular and the tipped minimum wage. what we need everybody here to do is maryland residence is to call on your state legislators to make sure that tipped workers are not left out in the last minute closed-door deal

earlier this year the house passed h.r. 678 by congressman tipton and costa by a 416-7 vote. to promote conduit hydropower development at reclamation facilities. h.r. 678 applied to hundreds of recreation facilities that are covered under the authors of the reclamation project act of 1939. this measure applies to the remaining reclamation facilities all of which are governed under the different and more complex authorities of the water conservation and utilization act of 1939. the tipton bill provided for a streamlined regulatory process in part by providing a categorical exemption for redundant environmental reviews. the wcua actually forbids the installation of small hydroelectric generators in the projects regulated under this act and thus the need for this separate legislation. the arguments in favor of getting the federal government out of the way so that private contractors can lease existing federal pipelines and canals for the purpose of installing small hydroelectric generators is evidenced by the overwhelming bipartisan vote accorded the tipton bill earlier this yea

tipton: it will kill jobs, devastate communities and disrupt species preservation efforts currently under way. it won't preserve the grass. in my district, plans at the local level are under way to effectively preserve the supposies. because they take into account the unique geography and area of the region. these efforts are seeing success. interior department bureaucrats have yet to provide measurable species preservation goals so local officials can meet them. they are disrupted by federal attempts to have blanket plants. these one-size-fits-all plans tie up resources that could be used for preservation. if the true goal is species preservation, i hope the secretary will see the work being done to preserve the sage grass and provide measurable species preservation goals. i yield back. the speaker pro tempore: the gentleman from colorado yields back his time. for what purpose does the gentleman from north carolina seek recognition? >> perm -- permission to dress and to revise and extend my remarks. the speaker pro tempore: without objection, the gentleman is recognized. >> thank you, mr
