there was a double shooting here and here is how it looks when police got the call to come to heather wood, with two people shot, a woman and a man, a block apart. she was shot in the back and he was shot in the arm. they were taken to the hospital. police are looking into whether this could be related to an armed robbery early in antioch or could it be a drive-by shooting? they still working the case. at this point we are told no arrests have been made. >> all lanes of interstate 80 are re-opened this morning after a police shooting that started at 8:00 last night in dixon. police say they pulled over an assault suspect driving a stillen vehicle and he is believed armed with a sawed-off shotgun and charged at the officers. one officer opened fire hitting the man and he was taken to the hospital. his condition is not known but the shooting shut down lanes on 80 for more than four hours. a napa woman and her boyfriend suspected killing her daughter will appear in court. the three-year-old was found dead in her mother's napa apartment. this were signs of sexual abuse. autopsy results are exp

heather. and of course i'm very pleased to be here. thanks to the robert wood johnson foundation for hosting the event this morning. so i know folks have heard a lot about kentucky. which we're really pleased about. as you all know, our governor is really pleased about it. so this is sort of a little bit short version of our story. in kentucky, there were 640,000 uninsured in a state that's just over 4 million. we have about 300 -- it's actually the exact number is 308,000 that we expected to qualify for medicaid under the new eligibility rules when we expanded medicaid. and about 290,000 we anticipated to qualify for premium assistance through the exchange. the way it happened in kentucky is the governor signed an executive order which created the exchange and its administrative structure. it is organized in my cabinet, the cabinet for health and family services. i want to mention this just a little bit. we find that this is -- has been part of what we call the secret sauce, i suppose. in my cabinet, you have the department for medicaid services. you have the

so heather, welcome. >> thank you. >> thank you, susan. and thank you to the robert wood johnson foundation for your work on extended coverage and for bringing us together to talk about early lessons from exchange implementation. i have a few slides to talk about some of the key takeaways. so what are we seeing? despite the rocky start. we've seen that enrollment in state marketplaces is generally outpacing enrollment in the federally facilitied states. that's because most of the glitches have been work out relatively quickly in those state base marketplaces. it's also because we have far more robust consumer marketing in those places. really seamless eligibility between the marketplace and medicaid. there's a success story in five states and this is just early on that have been doing what we call fast track, food stamp beneficiaries. so oregon for example, despite their ongoing implementation challenges have been able to enroll 121,000 people into medicaid through that fast track enrollment. what else are we seeing? we're seeing that plan choice vary by state level acros
