phil matier is at city hall where things have come full circle. >> reporter: as you can see, couples, friends and families, are all gathering here at san francisco city hall to enjoy the 10th anniversary of the winter of love. it's interesting, though, allen, i was here 10 years ago and back then we were calling it wedding stock because couples like these down here some 4,000 of them heeded the call from then mayor newsom to come in and make their relationships legal. it was the beginning of taking gay marriage from the back burner and putting it on the forefront and setting off a national debate. >> i now pronounce you spouses for life. >> when that happened, there was thousands and thousands of private conversations and those conversations were won and lost but at the end of the day we won more than we lost. >> and seriously, with the deep realization -- >> reporter: as it stands right now, that conversation is still raging across the country. some 17 states have approved gay marriage. but it's still the center of controversy in other states. it went all the way to the supreme court

. >> i'm phil matier. let's go to the weather center. >> good to see you. the usual rain in the north bay -- usually, for the past 48 hours. that fire hose trained itself north of the golden gate and that is where doppler is picking up most of the action. you can see north of this things are drying out a little but from novato and south a swath of rain. this is pretty much how it's been the past 48 hours but some heavier cells are moving south and at least a little east but for much of the bay area this morning it's dry. from hayward and south through san jose and santa clara county you're thinking what is the fuss about? it's about the fact that we've had more than a foot of rain in parts of the north bay, by antioch south of the strait and just a little north of highway 4 pretty good cells coming down. we're all going to get wet by the time this cold front presses south even though now you can see in the south bay nothing coming down. that's been the characteristic of the storm. for the most part san jose only a 10th inch of rain yesterday. down in the pe

. >>> kpix 5's phil matier joins us now and tells us about other scandals san francisco police have dealt with in the past. it's not common. we are not chicago. we're not new york. this doesn't come down all the time in san francisco. it's rare. there are a lot of good cops out there. most of them are good. but there have been problems in the past. >> reporter: that's right. some of them have wound up in criminal court. others in the court of public opinion. for example, let's go back to 2002 when they assistant chief alex fagan's son and another cop who allegedly got into a fight with two bar patrons after hours over a bag of in a me thats triggered fajitagate. another had an indictment of a police chief and nine officers including greg suhr indicted on charges of conspiring to obstruct justice. the charges against the brass made national news but were tossed out by a judge as being groundless. the two officers actually involved in the fight were acquitted in jury trials, as well. then in 200520 officers in the bayview station were suspended for making a series of joke videos that mocked
