the disabled community as well and i also intend to work with our budget and legislative analyst office to look at the economic harm of a new industry, and look at how we as a city address the economics of this new industry, and i am not even going to call it tncs as many suggested, and start to look to a more appropriate term of a new private sector that is unregulated currently, and as others said really is a potential threat to the safety on the streets, and lastly, as i stated at the beginning of this hearing, we locally, in san francisco, we have a responsibility to avoid the preventable tragedies like the death of sophie lou and i look forward to working with all of you as we move forward not only with the vision zero but also the stated goals of protecting our public and the safety of our residents. colleagues are there any other comments? >> supervisor yee? >> so, supervisor mar, thank you, for bringing this here and in front of this committee, and i am in not, new any more, but relatively new but the supervisors that this is the first time that i have been in the hearing to listen to the concerns and so forth, and so that was very educational process fo

and we've had support from our philanthropic visors to have conversation about what is it that we as a city want to accomplish. there has been a number of lessons and actually input that we heard from the community. so what have we heard from the community? the results have been very sobering for all of us. what we heard is a resounding call for us to do more and to do it better. that has been in the voice of parents and youth that has consistently told us that it's still difficult to navigate the system. how do we built bld a system that is navigatable. how do we provide support to our providers and partners in the community and how are we going to align the services to maximum income. estimate the services and how we look at these funds and how do we better the experiences of our students particularly through the lens that are equitable. >> could you say what that means to you, equity? >> equity means that you don't give the same to everyone. that you recognize that there are communities and individuals that need additional support in order to meet the goals that we all have set for each

these conversations can happen where we can say as a body, we care about this particular issue in your neighborhood or in this particular area. how do we as a city work together to address those things? so our basic policy recommendations for the renewal of the children's fund and public education and enrichment fund are as follows.. with the goals of creating more alignment and coordination because we could not continue to work in silos and quite frankly it's not effective and we don't have the time to continue to make these phone calls all the time. these two funds should be renewed as separate independent funds with complimentary language and vision under one ballot. we want to create and need to create a citywide children's outcome framework where we as a city declare our goals for children and families. create a children and family council in which city leadership and community leaders come together for better alignment of coordination and services. >> establish in our children, our city collaborative which is, i'm sorry which refers to having dedicated staff to support the effort. and align our planning cycle to the city's children outcome

could go to a safeway, you could go to a drugstore, a walgreens and get as many plastic water bottles as you want. we're trying to take the next step as a city on our property, let's take the next step as has been done on 14 national parks, many college campuses he across the country. let's see if we can lead the way on public property and folks under this is doable then we can look at next steps. >> and i appreciate that, supervisor chiu. i think this is great legislation. i think san francisco always leads the way. but i also had in mind like, for example, the big events that happen, you know, in our community, arbor day will be at the [speaker not understood] community center examine there will be a bunch of people there cleaning up and we'll be passing out water bottles and it's city property. there are events that happen at these organizations where there were basketball tournaments. they're going to be selling bottled water as a fund-raiser. i'm not suggesting that we shouldn't move forward on this, but i would hate to see these entities get penalized for -- i mean, and they have places where they don't necessarily have access to water

because it served for me an unbuysed base to understand more about the services we provide today as a city. as a starting point to analyze areas where we can improve. the report highlights strides in the city to reduce the homeless population and also highlights that our population over the last 10 years has remained the same. i will continue to say that i believe we need data driven solutionses to significantly impact the homeless population here in san francisco and this report is real data and real facts about the homeless services we currently provide. i hope this report serves as a base of understanding as we move into budget season and begin to make decisions about how we're going to allocate resources for the homeless population. i am also requesting that our budget and legislative analyst produce an annex to this report. there will be a thorough examination for the costs and subsidy -- cost and subsidy variation in our supportive housing programs and units city-wide. the report will also analyze tenant outcomes in the front end assessment that happens in our supportive housing prog

we've worked to approve 0 responsible and thought fulfill plan that will meet the needs of this area as a city as a whole. the future plan we at the board of supervisors approved hours for 20 thousand residents and new and upgraded roads including ferry terminal and extend bus services. this will expand the number of resident who will go live here. there's a planned transportation hub that is 15 percent walk and getting around and spending time here about will be different like with bused and ferries and so on. we're proud that the treasure island will be for the city and beyond a great benefit. with our many partners claiming the treasure island authority and the 0 deprivation and the workforce development have come together it's because of this collaborative effort we're on schedule to make our target will construction date of summer of 2015. i thank you all especially eric and other for their leadership in getting the job done and done well, with sensitivity to the community. those west rams will provide access and improvements and act as a bridge across the bay. we also create jobs. i am p

as a city we've had a don't ask don't tell our city turns a blind you eye but the department of building inspectors has eliminated unpermitted in-laws per year based on complaints. now it has a negative impact on tenants and owners the tenants may not have a lease or protective section. and despite earning income from renting the in-laws the owners face the losing of units as i said before there's no tracking of in law units we know green from a door to door study those units are overwhelmingly occupied by families with children and seniors and immigrants and low income folks who pay $250 per month of nearly 35 hundred per month in the city. this stock will be wrought in to preserve the housing and to reactivate vacant units kept off of the market pr this dovetails with the policy in which the mayor took action to preserve the cities protection including undergo a discretionary process. now let me take a moment to say the goal is not coming at the expense of building life safety. the in law must be compliant to make sure that the tenants live in safe areas in cases of emergencies like ea

do you have any suggestions of what we as a city could do to access more of those funds? >>> well, cleanpowersf is a way of accessing those funds. there's a tremendous amount of money that is devoted to -- that is generated from san francisco rate payers. we're currently getting, as i said, about $7 million a year of that. we believe we could get a substantial amount larger and do more work here in the city. >> thank you. >>> other than that, we participate in the regular proceedings at the cpuc which if any of you know what that regulatory process is about, it's very tedious and complex and ever more complex. the other thing is that we're not compensated for that work and so we get that money out of our overhead and a little bit out of the puc work order and it's a very difficult task, but we've been very successful at working with local governments across the state, and particularly in the nine bay area counties more recently in leveraging these funds. >> thank you. any other member of the public would like to comment? and seeing none, we'll close public comment. a number of things. first, it will put the city and the board of supervisors on record as opposing sb 1062 and send a message to governor [inaudible] not to sign 1062 and if she decides to sign it the board of supervisors here in san francisco urges the city to renew the boy caught of arizona. that we call upon city departments to the extent [inaudible] to refrain from entering into any new or amendment contracts for the services of good or contract station izin arizona and will take every step we can to sending [inaudible] review contracts for the purchase of goods and services from comps in arizonas. this resolution would also establish that we as the board of supervisors, that the law is signed and encouraged [inaudible] san francisco business to refrain from doing business in the state of arizona. we believe that it is important for the rest of the country to send that very clear message. we also endorse whautd our city attorney has done, which is to offer to lend a resource of his office to cooperate in a legal challenge to sb 1062. we i think have a history of standing 41 people who are the subject of

it's important for us as a city to do something about it is a serious problem. instead in developing this legislation i didn't want to follow a path by those who view every crime as a opportunity for yet a harsher punishment but instead we've researched the jurisdiction including new york and san diego to develop a plan that will provide better outcomes for graffiti offenders that there are many pieces of the puzzle. two parts includes administrator fixes and elective fix or so we estimate over 90 percent of the graffiti in san francisco are from serial offenders. pursueing a criminal tag is really an effective you use of resources but the criminal courts have approved the inappropriate approval for the same tag they've over taxed and the burden of beyond a rose bowl double is hard. civil courts require a preponderance of evidence and recognition that a unique tag is the signature of a specific offender. so our task is to collect and occur rat and employ the preponderance of the evidence ambassador swelling we'll have the employees particularly at the mta photogr

hearing a lot, in particular, about pedestrian safety lately, a lot of good progress that we're making as a city in that regard, but a lot of necessary progress because we have far too many people getting seriously hurt and killed in our streets as they're just trying to walk around the city and that shouldn't be. so, there's a lot of good work from these two strategies aimed primarily at making the city safer for people biking, walking and biking and making those modes of transportation more attractive for at least some of the trips that people make to get around the city. and we've been working hard to improve how we engage with the public as we're rolling out new programs, changing existing programs, developing capital projects. we're completely reworking the way we engage with the public so that we can do so in a much more collaborative way and i a way we can receive feedback ~ so we can adjust any plans or programs or ideas and benefit from all the good input of the people who use the services, who use the streets, who live and work in the city. so, those are just some highlights of things
