let's go to bbc's david stern in kiev. david, will they be let into crimea now part of russia?do they need visas to enter crimea which until two days ago was technically part of ukraine? >> reporter: exactly. good question of whether they'll actually be let into the region. we're getting conflicting reports on whether they've actually left or not. they were instructed to leave by the prime minister yatsenyuk. we've also heard from the crimean leader who said they won't be let in. there's a question on whether they'll be allowed to land or not. obviously the situation there is extremely tense at the moment. we're receiving reports that the head of the ukrainian navy has been taken away by unidentified men. we're not clear who exactly it was. obviously if these two top ukrainian officials do go to crimea, they are walking into a very tense situation indeed. >> let's all of us be scleer. what are the orders now to ukraine's military in crimea which was until two days ago part of ukraine, now technically part of russia? are they under orders to use deadly force? >> reporter: no. th

. >>> for more on events in ukraine, bbc's david stern is in kiev for us. , we have seen the british foreign secretary william hague there. why is he in kiev? we know that the american secretary of state is also on his way. it's a very clear sign of intent, isn't it? >> well, yes. the standoff continues on the crimean peninsula. russian troops are apparently in defacto control. and concern and worry and anger is raising here in the capital. mr. hague has come here to express support. he has been meeting with top officials. we have just heard from him at a news conference with the interim prime minister. mr. hague says there will be consequences and costs to the russian's actions. he promises a strong economic and diplomatic reaction from the west. but he has also ruled out military environment. he was the man who said ukraine was on the brink of disaster and this is a red alert situation. he has said that crimea is ukrainian territory. ukraine will not give it up. and ultimately the russian occupation as they refer to it and as the west are referring to it w

i'm joined by david stern. david, first of all, let me just put to you what the ambassador in geneva is saying. they are preparing military intervention in the east and the south of the country. what information might be reaching where you are at the moment? >> nothing besides that. this has been a concern of the ukrainians and the people in the west some time now. ever since the russian upper house of parliament gave permission tore military intervention. and in ukraine, outside crimea and as well as russian officials, comments that they have interests as well russian-speaking population compatriots in the east. they have been saying they are very concerned with what's been going on there. so this is obviously a topic that is very much on people's minds. what would give reason to believe this is an even higher risk at the moment. >> david, thank you very much indeed. >>> now, let's pick up on the latest information coming from australia and off the coast of southwest australia with the sighting of possible, and

david stern is there for us. david, the prime minister of ukraine and the british foreign secretary have been speaking. what is their take at the moment? >> reporter: well, yes. as the crisis continues in crimea, the tension and worry and anger, among the ukrainian officials, is rising here. as you say. mr. william hague and the prime minister have been meeting. they have held a news conference. mr. hague said there will be consequences and costs to the russian actions. he promised a strong diplomatic and economic reaction, a response. but he said there was no military response planned. he said yesterday ukraine is on the brink of disaster, that russia had actually declared war on them. he said that crimea is ukrainian territory and that ukraine would not give it up. in fact, he said any attempt for russia to seize the territory would ultimately fail. but there's a question that many people are asking, namely, what can the government here do? they are a newly appointed government. they are trying to assert their a

stern ag. and on the markets, david joy, chief market strategist at ameri is prise financial. lindsay, are you at 3 and have you wafrd at all? >> actually, i'm lower than 3%. i'm looking for more of the same as the economy is stuck in this 2%, 2.5% range throughout all of 2014 carrying into 2015. so even a little more pessimistic than some of those economists looking for 3% growth. >> yeah. because we decided that that was -- that the market has 3% built into its expectations. so you think it would be disappointing if you're right that most people are above you, aren't they? >> i think i am one of the more pessimistic on the street. but given the fact that the fundamentals really haven't changed, it's hard to justify it above 2%, 2.5% gdp forecasts and it would be much easier to talk about 3% or 4% gdp. but given the fact that the consumer is still so constrained and it still counts for the vast majority of our economy, again, it's very hard to justify an above trend gdp forecast. >> what is constraining a consumer? housing has improved. the jobs picture has improved so people

david: we're looking at nike and banks too. bank stress test has been released. 29 of 30 banks got a passing grade. bring in todd hagerman, sternesearch analyst. todd, first talk about zion. they didn't pass. as i mentioned before, bb&t didn't pass last year and it's a pretty solid bank, right? >> right. it's a pretty solid bank but what you have to keep in mind there is significant amount of concentration risk within the balance sheet of zion. it is overly concentrated bank with commercial real estate, that leaves it exposed to some of the stress scenarios fed laid out. david: i see. >> interest rate scenario and stress on underlying asset classes within the commercial real estate sector. david: it is interesting. after-hours the stock is virtually unchanged. bid and ask after-hours. investors are kind of shrugging it off? >> that's actually quite surprising. the stock has been very strong so far this year. obviously the banks rallied very hard into the close on some optimism with the stress test today. and, but, i, i really think that zions, you will see weakness in the stock tomorrow. very disappointing numbers coming out fr
