i want to point out that the san francisco medical society had a letter yesterday in the san francisco examiner also supporting this ordinance. the last couple things i want to mention is the concept of the precautionary principles that we have been operating with here in san francisco. we choose to make decisions that affect the future of our city with caution and attention to research in mind. we want to make sure that we put the thing in place -- we don't want to happen what happened back in the earlier 20th century where people started smoking for several decades, the point where we had 42% of the u.s. population smoking before we found out about the harms of tobacco smoking. we don't want to go back to that era. we really have a chance to limit the spread of these products. again, remember, the real issue is the promotion of nicotine addiction, plain and simple. are we going to let the zombie industry promote nicotine addiction in our communities and to our children? do not be swayed by the harm reduction argument or the smoking cessation argument. you can prevent a public health

so what i did was i invited her to the port of san francisco and she accepted. and she said that they like to come here and do the port of san francisco and do a tour and she was engaged and she says, really i am open as a new speaker of the assembly, because i want to learn more, and i understand that i can only do so much on the state level but to work with the federal level because i am concerned about the ports and transportation in california. and also, told her that we set up a tour for her in the port of san diego and so that was good to build the relationships with politicians from the ground floor up. and to also to educate them as we educate ourselves and also spoke from the governor's office and i made mention to him that it is good that the governor went ko china, but i go, how can you go to china you never take labor with you. we have load and unload these ships we know just as much as infrastructure as the people in business and we are the ones that make the ports flow and handling the cargo in and out of the ports, you have to remember that close

the picture for san francisco itself is quite positive. we are looking at other water supplies for various reasons, one to consider growth outside of san francisco and another is to consider whether we should have enough water to limit potential future rationing requirements. our current plan lays out that we don't have to go to more than 20 percent rationing. so we are looking at potential for water transfers. you mentioned the desalination project and we have been working with others in the bay area. one is that we need to complete our water system improvement program. there have been cost increases in some of the projects including calavera dam replacement which is a corner system of our system and we are having to repair that dam and because of changes in geologic conditions we found there, we need to in accrues -- increase that project by $120 million. that money had to come from somewhere in our program and so we have delayed construct of the desalination in our project. we still have about $8.5 million. we have to decide if we'll do
