over a certain period of time, you cannot go beyond that use, or you'll be penalized.s is where economics did come in. you'd be penalized very severely for it. cooking and drinking water were important and our vegetable garden. you didn't wash the car. you didn't hose down the patio or the deck, all these real wasteful uses. some put signs up directing people toward conservation methods. it was in to wear dirty clothes or drive a dirty car. when you were waiting for the hot water, you'd collect the cold water for something else. rising to the challenge, marin residents reduced their water consumption by 66%. there's an old saying, "you never miss the water till the wells run dry." marin county saw more evidence of how valuable water was. look at what people would pay for something recently taken for granted. 1,000 gallons of water today for an individual through the municipal system is 60 cents to $1.00. so they were selling the same amount for somewhere in the neighborhood of $500. another expensive option was to dig your own well. many hard hit farmers and wealthy la

my amendment extends the deferral period to six months after the parcel map is issued. this way medium to low-income owners can realize the increased property value associated with the conversion and refinance based on the new value before they have a chance to pay the city. before the deferral, the city will record the fee debt against the title of the property, meaning all owners, not just the one who deferred the payment, will be responsible to pay the debt. i am confident that the city will not lose out on this fee revenue, which is important to affordable housing. and i think this will be fair to cash strapped middle income san franciscans who will be able to enjoy the same conversion benefits currently afforded everyone else under the bypass. lastly, in response to a group of family who contacted my office in recognition of a foreclosure crises, we have all [speaker not understood], i am proposing to modify the restrictionses object those who have faced a foreclosure in their building. an example is a three-unit building, one of the owner occupiers went through a

the comment period on the draft eir was extended to allow additional time for public feedback. the response to comments is an extensive look and response to the feedback that we got. we also prepared a complimentary document because many of the issues raised were about project merit and not about environmental issues per say. so the tep community guide is intended to address some of that feedback. we also used a lot of the feedback we got during the draft eir to shape what we got on the proposal through january and march and were able to address many of the project issues raised in the eir during that period. as part of the environmental action, one of the things you will be asked to take is a statement of overriding consideration. what that essentially means in lay man's terms is that although the eir identified significant and unvoidable i am paksz -- impacts there are policy considerations for this project and that is one of the issues before you today. the fast track capital projects are part of the over all corridors that were cleared at the project level in the environmen

the period after the volcker disinflation, is another relatively mild period of fed behavior as judged by the inflation rate. again, i should say that the inflation rate isn't a direct measure of what the fed is doing but it's an indirect measure and it's something the fed can control if they put their mind to it. so they can be held responsible for it. not on a month to month basis but on a year by year basis. anyway, this 20 year period from 1984 somewhere around 2004 has become known as the great moderation. there's a lot of optimism that the fed had finally settled on the right model of the economy and now knew what to do. now it was steering the ship in the appropriate way. the inflation rate was behaving itself not quite as well as it had in the 1950's but better than it had in the 1960's and 1970's. there was a lot of optimism. those of us who sort of started out as critics of the fed weren't getting much of a hearing in those days. but that all fell apart too. what happened of course, the housing bubble or boom followed by the great recession i'm going to argue that the housing
