lastly miscellaneous and connection fees. most of them are tied back to the cost of providing that service. generally this cost and service review at this time when we're doing the rate study and adjust the fees annually provided by the city controller and at the bottom of the slide we have 2 changes or new fees that we're proposing. we had a hard time getting our builders and contract ors to report on water use so we're proposing to change the penalty fee from $25 to the cost of 25 units of water which is their average typical use in a month so that will give them the incentive to bring in the meter so it's read as it should be. the second proposal is a meter reading fee of $5 a month and we then if that happened have to send a meter reader to the home to read that meter each month so we're suggesting or proposing a five dollar fee for that service i should note pg and e has a similar cost for their service as well. this rate package abides by the policy this commission established. this scorecard as noted here was derived b

lastly the business taxes the $31 million expected next year that's really being driven by private employment growth, wage and the adoption of prop e last year will fuel business registration fees population up in the current year. by about $28.5 million and continuing in the next budget year. transit tax, our most volatile revenue source is high and we continue to see it in the next budget year. with about $133 million. that would be a new record for us. we expect that level in these projections to continue for the next 2 years and decline in years 3 and 4. the projection. the table at the bottom of this slide really shows you kind of cumulatively where we expect to end the current fiscal year and where we expect to be at the end of the 4-year projection. as you can see here we are expected to see continued strong growth during this horizon. 25 percent of cumulative growth and 25 percent in business tax and all continuing strong rates of growth. the only places where we expect to see some diminution and taxes in year 3 and 4 of the projection tax where the assumption here is we remain at the

but lastly and a very much smaller amount of it, the regulatory environment, we used to comply -- we used to work with and want to comply with best practices in all our utilities, but that has gone from being best practice to now in the next coming budget mandatory. it is vaster than what we had originally assumed. so, i'm sorry to have to report it and i wish i could -- i wish i could tell you exactly that we can continue to give $50 million of cheaper power to the general fund, but i don't see how to do it at this point any longer. >> and then two follow-up questions. i had shown some of the timelines around the decrease in -- i don't think you can see it from here, but a decrease in go solar s.f. installations and clearly these are all trend lines, but i think all of us as well as the public are concerned about, if you slash funding, potentially down to zero, what is your suggestion in how we move this forward? is your department able to continue to operate this program? do we need to think about whether your department can continue to do this, whether there are other funding sour

lastly on the u.n. role in afghanistan, forgive me, congresswoman, there's a lot here, i would say a couple things. first, it is clear that the u.n. will likely maintain a political presence. they have a critical human rights monitoring role, and we're seeing right now the centrality of the u.n. in supporting the afghan-led election process. and those are all things that don't cease to be necessary, you know, in the wake of any u.s. drawdown or even eventually, you know, when, you know, all troops are -- all american troops are out of afghanistan. because president karzai has not signed the b.s.a., the president has not made his decisions what the u.s. troop presence will look like after this year and i think the u.n. is waiting to understand that better. we've seen just with the monstrous taliban attacks that occurred in the last few weeks in addition to all those that preceded those attacks just how precarious the security is, particularly for civilians who are trying to aid the afghan population. and
