>>supervisor norman yee: thank you. i want to thank supervisor campos for bringing this legislation to our attention. as we know there is a crisis in san francisco. i also want to thank supervisor breed for her passion around these issues in terms of those that may actually get hurt from legislation. as we all know with any situation with any group of people, there are usually bad apples and there are also good apples. so, part of and i really appreciate the hardship adjustment piece that is built into language. what i would like to do is add some language to the harsher adjustment piece because what supervisor breed may have pointed out in terms of some cases, there are other instances where people have situations that are not included. so by adding this sentence into this legislation it would hopefully take into consideration other people that we have not thought about yet that might have hardship pieces. it could be that for instance a family that's in living in 2-unit housing for a while and it was rented to one 1 p

>>supervisor norman yee: thank you. supervisor's chiu's legislation can make some laws safer by requiring building code standards. i would acknowledge that. my priority as a supervisor is to do everything possible to maintain families and including protecting family housing. i don't like the legislation would allow in law units to be legalized citywide across all zoning districts no matter when the units were built and no matter what the neighborhood wants or needs. i cannot support such a far reaching change that doesn't respect decades of our best thinking around zoning and neighborhood preservation. rewards, illegal behavior by allowing landlords who broke the city's law, a path to legalization. this legislation could have unintended consequences which are the opposite of what the goals of the legislations are. this includes displacement of tennants, increase in rent. encourage speculation. for the units that can't be utilized does not enforce it's own code. i would like to add to this legislation. i'm sorry i didn't

but also a time when we find that you struggle with learning retention >> we have been join by norman yee. thank you for joining us. and glen eagleson is here as well and we'll be presenting instead of director moya. >> i have copies of the handouts for commission and board members. >> good afternoon, commissioners and supervisors. my name is glen eagleson and i'm with the department of children and youth and their family. i'm going to give you an over view of dcyf work force programs and talk about our work with the city and then i'm going to start our summer jobs initiative and bring up our other partners. for dcyf, excuse me, there we go. for dcyf, we have seven youth force work programs that is our summer opportunities. they invest $11 million in those initiatives to serve young people between the ages of 13 and 21. all of our programs are year round initiatives but we do ask them to have specific summer strategies. i'll go over the seven strategies. the first is career awareness, which is a new initiative and that's for those 13-17 and it's giving an introduction to the world of work

>>supervisor norman yee: thank you. hard to follow. i have the same conclusion as many of us of my colleagues here in regards to the configuration of the pilot project itself. it could have been to me a much better pilot project. and, i appreciate supervisor kim's remarks. to me this whole issue has been about ceqa issue. i'm actually kind of glad we are going to have some kind of pilot project to start looking at many of the issues brought up today. it's going to be 18 months hopefully it won't be an eternity. one of these i'm going to emphasize is i'm in total agreement as regards to the size of the buses. they are humongous and when we look at the pilot project and come up with more permanent regulations that you look at the size of the buses and limit the weight or whatever it takes to have these companies that operate these buses to be much more manageable in terms of the size and how it would fit into san francisco. that's really the main point i want to make in that particular issue. when i see these buses parked in the bus zone
