correspondent stephanie decker is joining us live from jerusalem and a few weeks out from the deadlineu think it was ever a realistic timeline, are the two sides any closer now than when the first round of peace talks some nine months ago? >> well, no one one commentator said it looks like they have gone back ten years and i think the u.s. secretary of state john kerry had the right intention but it was very unrealistic to think in nine months we could overcome miss trust, animosity that stretches back decades. the point that we are at now none of the main issues have been addressed even and it's being so difficult. i mean the palestinians will tell you they think the americans are not putting enough pressure on israel to get them to deliver on their promises and there is another school of thought that says perhaps the americans don't have the leverage with israel to actually make them do what is needed to make the talks move forward, one palestinian official says let's talk borders. it must be a starting point because at the moment it is still talking about talks about a framework whe

i'm stephanie ruhle. erik schatzker is out all week.still with us because he needs to help us rate this down -- you can call it the incredible shrinking deficit. new numbers out from congress show the fiscal gap falling even more than forecast. washingtoning in our correspondent, peter cook. how surprising are these numbers? >> who we knew the numbers were coming down and this is a rosier picture than estimated. some of it has to do with the health care law and some savings there. numbers not as big as first rejected him about let me talk about the budget deficit. now projected by the congressional budget office to be $492 billion. that is down from where it was previously. the health care law. it has been a huge debate. the president has gotten better numbers in terms of enrollment and he's getting more numbers here on the budget for that also should leave the white house. it's going to cost 36 oem dollars in 2014, $5 billion less than the cbo previously projected. basically the subsidy numbers for people who need health care coverage

stephanie elam went out on the water to try to answer a question for us.phanie, if the plane is on the bottom of the ocean in sand and silt, how challenging is it for the search? >> reporter: don, you can see we're out on the boat, i want to introduce you. just -- the indian ocean we've there.how rough it is to work can you put it in perspective for us? >> from a sonar perspective it is actually a good environment, it is very deep, you want to get the sonar down very deep. but the complexity of the depth, to get the sonar down deep you have to put it on the auv. it has to have navigation, communications and dive down deep. it is really complex. >> let's go and look at the data that they're likely getting from a side scan sonar. >> so this is an example of a side scan data. the sensor travels through the water, hits the sea floor and then continues to go. based on that you can build up an image of what is on the bottom. we just passed over a pipeline. >> so does this mean, something covered in silt, if it is down there does that mean they won't be able to f

stephanie, take it away. >> we came out here to show you how sonar works.t to introduce you to james, a senior photographer with the bluefin. how does sonar work? >> this is an example. this is a multibeam 7125 mapping son. all sonars work on the same premise. they're emitting sound. we emit sound from here and receive it here. as the sound hits the seafloor and comes back to the sonar, the sonar interprets it to generate an image of what's on the seafloor. >> twice they've tried to take an auv down into the indian ocean and it has had issues with the sonar. what is some of the complexity, some of the difficulty? >> it's important to remember the sonar is one part of the process. you have to get the sonar down to the seafloor. in addition, you have to know where you are. that unmanned vehicle has controls for itself, got navigation systems, sonar systems. all those theys have things ha work in concert. it's a very complicated process. >> they basically have been flying blindly because they haven't mapped it. >> right, they're doing their best estimate of wh

what about the question we had stephanie elam look in to.an the bluefin detect plane wreckage if it were buried in silt at the bottom of the ocean? >> having done many searches for airplane wreckage, helicopters an such, typically you don't find the wreckages covered with silt simply because they are so far away from the rough weather. like if it crashes in to a shallow area, there's a lot of high current. than you would see, possibly some silt covering debris. when you have a wreck that's that deep, you are not going to see any silt and the sonar would be an effective tool for finding it. >> the navy tells cnn the bluefin can be reprogrammed to go as deep as 5,000 meters. is that pushing the limit, tim? what are the risks of pushing the depth limit? >> well, they test these pressure how'sings, the vehicles to a specific depth rating. when you go past that depth rating you are going in to a safety factor. that is really there to protect the technology. if they go too deep, the one atmosphere housing would implode and you lose the tool you ar

i'm stephanie sy. the deadline to sign up for the affordable care act has come and gone. getting coverage in the final 24 hours proofed to be difficult for some americans. healthcare.gov buckled under the demand. it may be at the goal of 7 million. >> the website went down twice on monday, the first time for maintenance at one in the morning. it was supposed to be down for three hours. the outage lasted until 9am. killing the website for crucial hours as americans got ready for the monday morning. it got back up and running and went down monday afternoon. this time the administration said because there was a big surge in people trying to get online, find out about what kind of insurance they could get or sign up. if folks tried to use the phone and called. they got a phone message saying because of the heavy volume it would be a long wait. americans could leave an email address or phone number and be contacted later. as long as you made initial contact you could sign up in the days ahead. folks from the website for the phone line got back and followed through. there was a
