so with a lot of collaboration and partnership, we worked with the city department and the department of public health and 98 and we were able to continue to lobby and ask for a reevaluation, and we were able to have the exclusive operating area restored, for a 4-year period of time there was such uncertainty that the budget came into question as to how we were going to budget during this up certain or an open period of time and so we are in the rebuilding phase, and the eoa called for an 80 percent threshold for transport business our department and we dropped to a low of 67 and now we are up to 73 percent but we believe firmly that without additional investments we will not be able to meet that threshold and we are out of compliance and we have been out of compliance since that has been restored in 2012, the good news is that we are marching forward in a positive way finally, and we had asked in this budget cycle for a ten million dollar investment specifically in to our ems division, and it was for equipment, staffing, and it looked like you have a question? >> supervisor tang? >>

the department's budget is made of four funding sources. children's fund, general fund, grants and the school district fund. the children's fund continues to increase due to the improved economy. about $3.8 millionch additional funds has been added to the funds this year. general fund remains at 3 $31 million due to our very low general fund reduction and violence and it intervention service area as well as our nutrition at work. so the department's budget is allocated into four categories. operations, work orders, grants to cbo's and school district. the department operations include dcyf staff, administrative work orders, materials and supplies and rents. it includes our capacity for contracts and provides healthy meals and snacks to programs. this makes up 6 percent of our total budget. do dcyf collaborates with departments and we fund variety of children and youth family programming including early education and wellness centers. dcyf provides $24 million in work orders to fund these programs and services. the proposed 14-15 and 15-16 b

the reason why this touches on the justice department, of course, is the justice department is in charge of the investigation of the irs starting scandal. it has been moving with glacial pace. i cannot say they have not interviewed anyone, what of the players i know they have not gotten to them yet, and it has only been 13 months. they must be moving with all deliberate speed. in addition, the head of the investigation is barbara boxer man, a career justice department trial attorney, but she is also one of the most important obama campaign donors. almost $7,000 to president obama's reelection -- original election campaign. an original supporters during all the way back in the primary season of 2008 when harry glenn was the clear front runner. of course, there is no conflict of interest here according to the justice department, not even a smidgen of evidence, that there is a conflict of interest. so, i am not here to directly address the irs scandal, all of that make, but questions. what i would like to talk about before hawkins goes into more detail in our boat is a little bit about the
