so those are the things that don't hit the press we spent o spends a lot of time and it's a priority to the commission and especially the open space going forward. i had the honor of being the co-chair of the san francisco bond issue in 2012 and of the $35 million it's being dedicated to the port we're excited to have the funds to develop our open space so the priorities with going forward i've mentioned that are the strategic priorities the continued need to address the capital budget issue the 2 that million dollars need is to keep the waterfront maintained and donates a challenge in terms of going forward to keep the waterfront in the shape and condition everyone can enjoy for recreational and publics enjoyment and the other things we do and the strategic issue of the sea level revise it needs to be addressed by the port and lastly recently the traffic congestion issue we alone at the port can solve. now the reason i mention all the things the reasons i'm engaged because those issues are important and i hope my service on the port commission will address those issues going forward.

priority no. 6 as you are familiar with is the -- youth priority. it's something that we advocate for since 2009-2010. a multiyear effort and we've had a lot of commitment to this and it's been a tremendous struggle. the reason why we begin advocating for the youth program was the extremely sharp jack s in price. mainly the pass to $20 in may of 2010. at the same time, sf usd was making severe cuts to yellow school bus services and had no options to get to school but to use muni. a program for low income and motion derate youth. there was a pilot program for 16 months which will go until this june. but luckily this year the mta in their operating budget including for the next 2 years. of 40,000 estimated eligible youth for the program, 31,000 or 71.2 percent have already signed up which is an extremely significant percentage which shows the need for youth in san francisco. our recommendation is that this board of supervisors along with the sf mta continue to partner with sf usd with regard to the program. lastly one of the reasons why this program ha

the justice committee this year. i will be presenting about priority no. 8 which is full implementation of the mou signed between sfusd and sf p.d.. it's been a priority for three 3 years now. this term we met with chief sur and community group members and we also presented at the board of education. this past january we got this mou passed. now that we have one we would like to move our focus from getting an mou to implementation of that mou. with that, our recommendations are to identify time lines to expedite full implementation of the school sites. continued collaboration relationships with sfusd and stakeholders to include process to implementation, to commence training and collaboration with sf you'd. if there were trainings for actual documents we would like to see inclusion of language from do 71. i would like to thank the chief who is here today and everyone who worked with us on this priority and students who collaborated with us. we see this mou to improve community relationships within the city and establish relationships between the schools, departments and the community. i will be presenting no. 9. the p

it's one of my priorities. the second thing i want to mention is the police training and youth and police relationships. when we were kids, we would run from the police. we witnessed a lot of negative things. as i got older and started working in the mayor's office, all of a sudden the police are saying hi to me and actively engaging in the community and talking to me like a regular adult. all my life, i thought wait a minute. police are people like i'm a person and if they treat me with respect, and part of my point was i held kids accountable. they did classes to learn how to interact with the police. don't just, from my perspective, i didn't want the kids to immediately start thinking negative as soon as they saw the police. how do you interact with the police, how do you prevent yourself from becoming like negatively engaged in a head lock or something with an officer from talking back or doing something you are probably not supposed to be doing. these are based on my own experiences andersen -- scenarios and t
