u.s. department of health and human services lifts medical ban on sexual reassignment surgery. this is in response who is 74, a transjepder woman from new mexico. it's only for individuals age 65 and over and people with disabilities, private shurnts plans often look to medicare for guidance on what should be considered medically necessary treatment. as a result the decision may put pressure on more insurance providers to cover this. we have our own program being developed within the department. this program has graduated over 70 families, chinese family graduation at ymca. [inaudible] and the san francisco boshd of supervisors presented certificates to honor the chinese we can campaign. we're really proud of the families and it's a wonderful program that's a really comprehensive program for families in china town. and world refugee awareness month and since the mid 1970s san francisco's become home to and families seeking asylum status in the past year, over 250 refugees from over 34 countries have received services through the newcomers holt program and health centers health

u.s. border patrol. under law they have 72 hours to process the kids and then move them into the hands of the department of health and human services, which then puts them in temporary facilities while they try to find long-term places to house them, hopefully with family members or others in the country while they wait processing and immigration courts. kids from central america have to go through processing unlike kids from mexico who can be pushed back across the border immediately. the reason for the place where i'm standing right now in arizona is that the facilities in texas, where most of the kids are coming in, in the rio grande valley area, are so overwhelmed now. the holding facilities there that they are flying kids to tucson and bringing them here and there are probably 1,000 kids here now. we've been watching buses bring kids in and buses take kids out. they come here for a few days of processing and go out to go into the hands of health and human services. the 72 hour deadline is not being met because everything is overwhelmed but they are trying to get as close to that as they can. that's the future plan to get them

of u.s. government spending on homeland security is not inside the department of homeland security. a big chunk is in dod, some is in the state department, a big chunk is in health and human services and other agencies across the federal government. finally, of course, as has been mentioned by s.e.c. tash cohn and by secretary stockton is large parts of homeland security don't belong to the federal government at all. they're part of state, local, tribal, et cetera. and they never let you forget that because that's the first responder part of it, if you will. forgetting that the real first responders generally are actually members of the general public who happen to be first on the scene. so each of those requires attention to boundary issues, if you will. and is this support for resources or funding or personnel in or out of dhs as well as where inside dhs it fits. so even unity of command inside the department of homeland security is still going to leave you with a host of boundary condition issues with which you have to deal. and the qhsr, i think, has to fit inside that. one of the things we do in my program 1 we look at dhs spending and in particular we look at dhs spending on
