of the stick like we had over past budget years. ~ shoder end i wanted to thank kate howard, ben rosenfield, and harvey rose and his staff from the budget and analyst office, special thanks to terry and the food security task force for really putting together a really thought out budget proposal. we didn't get everything we wanted, but it's a significant amount of money. the mayor -- the mayor contributed a lot, but then with the advocacy of the food security task force an additional 2 million to the 1 million that was added so that children and seniors don't go to bed hungry and that it's helping to deal with the hunger crisis that we're trying to severely end by 2020. i wanted to also say that i believe this budget is equitable because we helped to give even more support to our critical safety net in the city. and i would agree with supervisor campos and cohen as well that the one bit of unfinished business is to ensure that our hard working nonprofit community-based workers get a fair share so the cost of doing business is a critical measure na supervisor campos has taken a lead on. ~ th

division and the office of contract administration, and today we met -- i joined them meeting with ben rosenfield and naomi kelly to take a look at ways to increase and improve local purchasing with small businesses. and i do know that there is -- i think supervisor david chiu is looking at doing some revisions to the 14 b ordinance and also the mayor and naomi kelly reported back a couple months ago, have done -- have conducted some outreach workshops to lbes to get their recommendations on ways of which to improve and make it easier for lbes, sbes to do business with the city. the formula retail, so, the planning heard both of the items at the thursday, july 17th meeting. the planning commission is going to continue to support the planning department's recommendations around the number of entities that will trigger formula retail. and at this point i think there will be two kind of parallel pieces of legislation for the board of supervisors, then, to finally bring together. the planning department formally introduced their ordinance last week and, so, technically this should come back before th

good afternoon, supervisor, ben rosenfield, controller. we have distributed our first draft on the measure. this is a complicated measure and in a lot of ways, we'll continue to revise our analysis as we work through the process. we find that the charter measure as proposed will likely increase the cost to government. but there is a number of caveats to that analysis. really it affects costs in two direct ways and then a third way that is more difficult to determine. the first two -- the first relates to retiree vesting for the group of employees in question here as we understand you rifes arrives at the number of 35-40 employees. if the city were to hire these employees absented the charter measure, that restrict the way that the vesting -- the vesting in retiree health benefits works versus the rules that existed for the day before. this measure would -- for those employees hired today would determine that they are subject to the former vesting rules. that generally speaking are more generous than those now in place for new employees hir
