one of them is the dod back door access to the computer system. i've had reservists coming back from a combat theater telling me they're fine, they have no nightmares, no flash back issues. when i spoke to them off the record, they told me that the common understanding is that the dod will go into their records unknown to them. pull out information. then use it against them to interrupt their guardsman or their reservist career. i actually checked on this and from january 2013 until mid april 2014, 47,000, more than 47,000 times sensitized records were accessed by the dod. that doesn't count the number of nonsensitized records that were accessed. to my knowledge, no one is looking at this and if the reservists and guards melon told me were true this is one of the largest hipaa violation in years. they are afraid to come into the va for care because they don't want it to come back at them at a later date. >> i see. well you're good at this doctor. if we are looking at the legislation that's being proposed today, we're talking $5 billion will be use
