hampton pearson joins us from washington with more. what did the fcc do today? >> interesting day at the fcc. by a 2- 3 vote, they approved money market funds, the fcc will require the price of institutional funds to float, meaning investors could lose principle if values fall below a dollar per share. the other big change, giving money market fund boards the ability to suspend if assets fall below a certain threshold. the tool designed to deal with what happened during the 2008 financial crisis which of course has been the game changer for regulators, the layman brothers collapse triggered the primary funds that broke the buck with the value of shares falling below a dollar, the next week investors pull some $300 billion from money funds, 14% of total assets and it was that experience that's really been the catalyst behind the six-year battle for the regulatory reform we saw enacted today. >> you used an important word in describing the money market funds that are effected here, institutional funds. what does that mean and does that mean that the quote retail f

for "nightly business report", i'm hampton pearson in washington. >> the jobs report proved to be the catalyst to get the dow over 17,000. how important is dow 17,000? big round numbers are psychologically important because they focus attention on market's strength. it's another historic high for the index and more importantly, it happened on a day when the jobs report clearly indicates the economy is improving. now people will see the news headline tomorrow, strong jobs report for june which also mentions the fact that the stock market hit another new high. that's sure to spark discussion about whether it's time to put more money back into the market or even get back in, but a survey we did in the new york area indicated many are still very skeptical. >> if i could change what i do investment-wise, certainly still a lot of uncertainty in the world. >> this is the latest in a spring of strong economic reports. this morning a survey of businesses in the services sector also showed improving demand for employment, which also supports a rebound in growth in the second half of the year. w

hampton pearson in washington. hampton? >> yeah. nothing in fed chair janet yellen's prepared remarks ar future rate hikes, much of the focus in her speech to the imf focuses on the limits of monetary policy when it comes to overall financial stability. she points out low rates over a long period of time can create incentives to take on risk, and that overall monetary policy has powerful effects on that risk taking. what led up to the crisis, the fed chair makes an argument tighter monetary policy alone at that time would have been, in her words a blunt tool, and not have averted the financial crisis. looking at the here and now, much of the speech talks about best macrocredential policies. things like increasing capital reserve requirements, stress tests, derivative, the best ways for markets to address overall financial stability worldwide. there is a note of caution to investors. the fed chair expressing her concern they may underappreciate the potential for future volatility, and in that vein, she calls on regulators to complete

our hampton pearson joins us right now from the labor department with the numbers. >> 2 8,000.288,000 jobs. the unemployment rate is 6.1%. average hourly earnings increased 0.2%. that 6.1% unemployment rate is the lowest since september of 2008. private sector job growth in june, up 262,000. we had significant revisions, plus 7,000 for may from 217 to 224. plus 22,000 the april revisions 282 up to 304,000 making the april number the best since january of 2012 as revised. job gains in june, widespread. professional and business services, plus 67,000. retail trade, plus 40,000. bars and restaurants, up 33,000. health care up 21,000. local government at the state levels, primarily for education, gaining 22,000 jobs. how did we get to 6.1%? the lower unemployment rate, the employment in june increased by 407,000. unemployment decreased by 325,000. in that vein, the long-term unemployment total dropped by 293,000 to 3.1 million or 32.8%. that's the lowest since february of 2009. however, the labor force participation rate remains at 62.8% for the third straight month and that's been
