sal castanedo is live with more. >> reporter: good afternoon.avid campos is now speaking to a rather large crowd on the steps of city hall. he wants to take action later today at the board of supervisors' meeting. right now, the supervisor is calling on the central american community to back him to call for the city to contribute to the relief effort for the hundreds of unaccompanied minors arriving at the u.s./mexico border. the supervisor will introduce a resolution asking for aid at the board of supervisors meeting. many of the children arriving from central america say they -- many of the children arriving, the supervisor says they qualify for aid under the decade old safe haven for central american refugees. >> acrossing the border, getting amnesty, now they are professionals, vps, business owners. and people are seeing these kids as themselves. it's the image of themselves 20, 30, 40 years ago when they came to the country. these are our children. >> reporter: president obama has asked congress for $3.7 billion to help with what he calls a

ktvu's sal castanedo is live inspect city to explain how laura's law will work. good afternoon, sal. >> reporter: tori, good afternoon. many who are advocating for the law say the streets of conviction will be much safer because of it. the mayor signed a law this morning which will force some mentally ill people to enter outtreatment. the mayor and other leaders say this is an important step to get people the help they need. those termed mentally ill who have been jailed or hospitalized twice could be forced to enter treatment. a judge under the advice -- under the advice of a doctor would derm the course of action. >> laura's law does not force medication on the back end. it simply produces a court order that says you need to take it. the results if you don't do it are some type of psyche ward, incarceration or what have you. not forced medication. >> reporter: but many who advocate for the homeless or mentally ill are against what they call the criminalization of mental illness. they say this law goes too far in taking away the right of people to determine their

sal castanedo joins us live to let us know what happened. >> tori, good afternoon. through her attorney, a sonoma county woman said her life is still in limbo. she's waiting to find out if she will face criminal charges. she's accused with confronting a boy who she said was bullying her daughter. in court this morning, delia garcia still didn't find out if the sonoma county d.a. will file charges. the 30-year-old mother of six is accused of roughing up a 12- year-old boy who she says was bullying her daughter at ollievet elementary school. sheriff deputies say she put her hands around the throat of the boy who she confronted on campus. the incident occurred on may 16th. this is the third time the district attorney has asked for more time to continue the investigation. her attorney says his client is growing frustrated and wants to know one way or another. >> i have to wonder if they are not dragging to feet. i mean, make a decision. they've been provided with the information. the witnesses are available. they know who they are. if they don't know what happened, why
