the voters and thousands more people to determine the fate of vacancies on the board of supervisors and in the mayor's office. let's elect our elected official back. restore faith in city government and ensure voters have the ability to choose the mayor and the board of supervisors. there will be questions about the latest amendment for this measure. this amendment, the amendments [speaker not understood], i think the original version had any vacancy in any office. this is actually a measure that's between supervisors and the mayor's office. so, with the vacancy in the -- on the board of supervisors, the mayor would still have the ability to appoint an interim supervisor, but that supervisor would not be able to run -- term limited and would not be able to run in that special election. could run in future elections, but not in that special election. what is important to note is that this is pretty consistent with what the expectation was when we voted to select ed lee for interim mayor in 2011. ed lee was not going to run for supervisor, not going to run for mayor, but it would be just an interim mayor only.

the result really shows. i think that many of you will remember this office was really struggling dealing with domestic violence cases. and thanks to the mayor's office and the board, the da's office was given additional resources to deal with domestic violence. and within a short period of time we're seeing a significant results. we're seeing a dropping of 37% in the cases that are being dropped, and that directly reflects the service of the victims. and we see an increase in the conviction rate by 38%. and, again, this is important to look behind the curtain. there is a belief cases are going to be prosecute nod matter what. the result is going [speaker not understood]. we feel if the lawyers do not have the time to work the cases and victim services and investigators cannot work with the victims, often many people, they should be held accountable for their behavior and are not. i think this is a really good example of why it is important to ensure that in our criminal justice system we're resourcing the police which we have to do, but also our prosecutors because the two come together. when there is an imbalance in the work load within the da's office, at the e

the board of education for ratification in august of this year. the last item is we discussed the appointment process for the community advisory committee for essential education. the -- our committee reviewed the current appointment for office which was discussed a bit at our last board meeting. the appointment process is governed by the education code so it's outlined in the district's plan, and so that plan, which was revised in june 2007 is currently being updated. and what the next steps are around that is to coordinate with the administration and the community and the advisory committee itself to ensure the updated plan is consistent where practical with the district board policy 2020 governing our citizen advisory committee. it's an ongoing process for us with the advisory committee itself. we want to headache sure all our advisory committees are to the extent possible governed by 2012, but obviously this [inaudible] gofrned in a different way so that's a process of working with our general council, as well as staff and committee itself to make sure to the extent possible we're able to align those policies. >> thank you commissioner haney. and may we please have a report from the billings and ground services committee
