the police department is an integral part of this planning process. i have served as member and president of the parking and traffic commission, the immigrant rights commission and the health commission. i believe that my colleagues have elected me to these leadership positions because i have demonstrated my dedication to working on and solving difficult issues, as well as representing and supporting those who may not be able to speak for themselves. in those positions of responsibility, i have demonstrate the fiscal awareness and constraint, especially during these difficult budgetary times, ensuring that we address priorities without hurting those who need the help the most. i appreciate that the police department has a difficult and dangerous job in these trying times and that the job is to balance the safety of the community along with enforcing the law. i believe that i have the understanding and background to be a productive and useful member of the police commission. thank you for your attention. and i'm happy to answer any questions. >> supervi

complainant and the police. here in california law enforcement agencies must have a premiered to investigate complaints from the public by peace officers in san francisco the ocii serves that purpose. the ocii has a staff of diverse civilians who have never been san francisco police but could have been police officers or other law enforcement officials in other agencies. we have 35 employees the majority of our employees are investigators and the balance of our staff economists of lawyers and the port staff. we conduct investigations when we receive a complaint to find out what happened. we follow the evidence by interviewing the person that made the complaint essence as the complainant and talk to the officers and we have speak up power to obtain evidence we obtain additional evidence from the police department in the form of incident reports and other documents generated by the department. we make visits to the site of the alleged curtains and during those visits we might take paragraphs of persons or places ca

in the san francisco police department. i'm now in the top 20. to indicate how much seniority has gone out the door, so, i'm old. as far as our sworn hiring plan, which is very critical to get totion that 1971, i know that every member of the board wants to have more police officers on foot and they want them yesterday. so, to that end we've been hiring in earnest. in 12-13 we hired 183, 30 of those were paid for by the airport and 13-14 we hired 157. in the next two years we will hire about 165. we have about a 10% attrition rate that don't make it through. we try to get the people that we hire to be people that we think can make it through, but we want to get folks that are going to make good police officers. 15 of those are funded by the airport. the next graph says where we were, where we would be without the hiring plan as approved by the board. this slide is pretty graphic. as you can tell, last sum early and this summer will be as low as it's ever been for police officers on the streets of san francisco and yet as you
