let's continue with mike lyons. the risk of training theian syrian free army, and the risk that the weapons fall in the wrong hands how big of a risk is it? >> it's a big risk. they are going to train them inside saudi arabia, while that is happening, the assad government could be attacking. when you take soldiers out of the fight, you don't know what the enemy is going to do. so the risk is not just that the weapons fall in the wrong hands. >> and fair to say for all of the talk about taking the military action against syria, if they have targets that they could strike they would have already done that, so this may be more to apiece congress, and say, eventually we'll get to syria, but right now the target is iraq. >> yeah, when you think about it, only 170 air strikes is not that much. we fired 2500 during the initial run-up into iraq. so there is a greater campaign that has got to take player if there is going to be success. >> there may be some friction between some of the republicans and defense secretary hagel

mike lyons is a former army major and a senior fellow at the truman institute. al qaeda has ambitions with india. islamic state has pakistan, afghanistan. what is going on? >> there's a lot of movement in the territories. there'll be a fight between al qaeda and i.s.i.s. to see who will come out on top and be the lead jihadist. it could be a war of attrition taking place without any u.s. >> to hear that al qaeda and islamic state may clash, what can the united states and europe do to help make it happen? >> continue to support the security forces. look for the opportunities to go on the offenses. all we have done is been on the defensive. there's not more that can be done. 127 air strikes is nothing. it's not anything offensive that can take away the i.s.i.s.'s means of waging war. >> there was a report. the leader of abu bakr al-baghdadi, was alleged to have been killed in an air strike. how crucial is it to cut off the leadership? >> one of the strategies is to go after the head, to cut the head of the snakes, so to speak. in this situation, is has more depth.

joining us is retired army mike lyons. what are we to understand about that targeting they're planning of syria. >> this is about cutting off isil in syria. from me a military perspective, we want to create that boundary as fast as possible and keep the soldiers that are there inside of iraq unfed and not able to resupply themselves and eventually have a military campaign against them. >> american troops will be on the ground serving as advisors. what will there role be? >> oversight primarily. they will conduct recons with maps, translating on the ground for iraq security forces. they'll be well behind battles. i don't think they'll be anywhere they're the combat zone. they'll have a great influence over the command and control of the battle. >> before we take a break and get on with hagel's questions by the committee, this is a map that shows the areas that islamic state force control in syria and iraq. it's the area in red. again, you were pointing out to me they are going after key towns and highways. >> isil controls

we are joined by general mike lyn here -- mike lyon, here to talk to us.are hearing that shia militia forces are on the ground. do we want their help in fighting the i.s.? >> we don't. there's plenty of forces. it looks like they'll get involved. i mean, the government - especially in the northern part of the border, he has got a stake in the game here. they want to see i.s. defeated. at this point, without having troops on the ground. we don't have the troops on the ground. >> you mentioned us not having people on the ground. the interesting piece is there are fighters on the opposite side. the c.i.a. said thursday intelligence said that the islamic states has between 20,000 and 31,000 fighters across troik and syria. >> there were 10,000 fighters. how could they second the recruitment of americans. >> a lot of it had to do with the border between tuckey syria and iraq. whether they brought over 10,000 in the last couple of months remains to be seen. they need to keep turkey from coming inside the country, stopping the egress of people coming from turkey

we turn to mike lyons, a retired army major and fellow at the truman security project. what do you think the president will say? >> he has to outline the why, explain to the american population why i.s. is a threat, and what it means to national security, why we have to go after then, and the second thing is the how. that will be what is the strategy, what will they do. he said degrade and destroy. what does it mean, how does it go >> is this a tough sell to the american people. >> it's a complex issue, they have to introduce game-changing ideas. he talked about the coalition, how that will work, and has to work on shoring up the border and turkey and iraq. he has to worry about the offences that i.s. has been funding himself with, and talk about a wholistic approach to warfare that united states keeps the troops from going there, and brings together the air power synchronization. >> is it a realistic goal to stop and destroy the islamic state group. >> yes, it is. if you think about it, we destroyed facism and communism. i think it's a reasonable goal. the question is

mike lyons joins us here, give us your reaction what you've seen so far? >> we've achieved the element of surprise. i.s.i.s. was planning on being attacked at some level but not today. so i think we went after likely three groups of targets, command and control, strategic targets, if we're using tomahawk missiles that means we're trying to take down very big structures. planning many where i.s.i.s. soldiers could be, resting hopefully, and logistic structures, no known targets were hit tonight. >> where would they have come from? >> from the sea, persian gulf, could fire over 500 miles away and hit a target within a 55 gallon drum the kind of technology we have. >> where would they be working from? >> some of the land paces, places in saudi arabia. if other arab nations were involved which is key to this, they had more of the immediate effect to get back home to home base. it is still going on i'm told so there could be an operation still to be fired. again coming from those closer arab countries. >> we heard from sue turtin in iraq that suggested the view

mike lyons joining us this morning. good morning, major lyons. >> the focus of what's called effects based targeting. when isil controls an oil refinery, in the old days, we would say we'll destroy the whole thing. today we realize we'll need that after the war. we go after the power plant. we target specific effects that we want to get at a specific target to make sure the whole thing might not be destroyed but rendered unusable. >> we learned that wars cost money. the kurds and iraq ever oil. both have asked for our assistance. the last war cost a trillion dollars. why aren't we talking about getting them to pay? >> we failed in that a lot of ways. that's left to the politicians and probably expectations setting up front. dick cheney originally said we'll get the iraqis to pay for this. that never happened. we've got to make sure in either side, the infrastructure is rendered unusable but not destroyed. >> part of the explanation the obama administration might give is they believe u.s. interests are at stake, that isi
