carl levin said, he described withholding funds for the executive order on immigration. he described it as a standard congressional procedure that should not be confused with shutting down the government, quote, that's not slash and burn. that's not bringing down the government. that's a fairly traditional targeted approach to make a policy point. so congress has used its power that way. i think you should watch a lot of our members of congress who have talked very aggressively about this. but we do need to figure out a way -- and there are different approaches -- to really push back, because it goes beyond immigration, when the president can say, "i don't like this tax law, congress, pass this tax law," and congress doesn't act. and then he says, all the irs agents, don't enforce it. i mean, this is the kind of thing we're talking about. i can't recall such a massive alteration of the classical understanding of what laws mean in america, being wiped out as we're seeing now. it's a serious constitutional question. but the powers congress has and ought to use. >> last que

and even michigan, where carl levin retired, i think democrats are going to take that but it was a fight. for all the analysis that we correctly do this is part of what i like to do books like i'm doing. random chance, or at least sometimes chance, in this case the combined retirements of actually five democrats, have put the party under an even bigger burden than they would otherwise have been. >> tomorrow night a lot of people are going to be wanting to write, you know, an alternate history. so let's talk about your latest book, if jfk lived, you imagine what jfk's president would be like. the country, what would it look like if there had been a second term, if he had won a second term in. >> well, again, no one knows. when you do alternate or counterfactual history, what i think -- because i've done a bunch of them. you have to get as many real-life facts and then play with them. in my view, and i need to mention the fact that random chance here plays a huge role. if it had stayed raining in dallas and the bubble top had stayed up john kennedy might well have survived that assassinati

carl levin would be an interesting choice, but i think he is 80 years old era i do not inc. in a -- i do not see him taking it from an age standpoint. in terms of mccain, i have seen that approach. that would be really very interesting. they mentioned the air force and the secretary of the navy being high on that list. mention the secretary of the army. that gets back to your point on that. the army was of john mchugh, a member of congress from the republican party from afar in northern reaches of upstate new york. not being mentioned in the mix. it is not like he is a controversial fellow. out to a republican , an interesting idea. there was an article in the times a few days ago. very well done. it talked about how many of were left on that terms. it was a substantial list. the hagel situation is a mess for a variety of reasons. this goes back a long way, where fdr have to fire harry would world war ii because he is an isolationist. the first secretary of defense under harry truman, and the unification of the services, he is playing footsie with tom dewey in the campaign.
