short-term, below average rainfall increased air pollution. spells set up with high pressure. again, acting a bit like a lid over the bay area short-term. tomorrow's temperatures after the cool start, still some 30s and low 40s for the morning around the south bay and san jose. but the afternoon temperatures climbing into the upper 60s for places south of san jose. and you can see the north bay tomorrow looking pretty mild. low 60s. maybe a patch or two of fog around sunrise. and around the tri-valley highs in the low 60s. the next chance of rain now looks like it's going to come in a little bit later than we expected. the intensity, though unfortunately is about the same. and a weakening frontal boundary could be bad news for our airçó quality concerns and may not bring enough wind to scour out system of that air pollution. you can see the rain totals over the next seven days doesn't look like a lot. most of that falling north of san francisco. temperatures around santa rosa and livermore warming slightly through wednesday. a chance of seeing

most people here start their day by checking the air quality index, a measurement of certain pollutantsr. starting this year more than 330 cities across china will be required to release real time data on air quality. of course the public views these reader rather skeptically. most people prefer to rely on the readings taken by the u.s. embassy, and there's usually a discrepancy between the two. the latest move to introduce real time readings on air quality is part of the leadership's attempt to show it is serious about transparent about tackling pollution. the new laws will allow courts to impose stiffer penalties and prosecutors the ability to bring criminal charges. a recent court decision fined companies a total of $26 million for polluting the environment. >>> muslim groups in india have condemned a security exercise that feature terrorists dressed at muslims. the video was part of the preparations for an upcoming security summit. the police have apologized. >>> in sweden an arson attack on the mosque on new year's day has lead to hundreds of non-muslim swedes turning out in solida

all the cold air stays right near the inverted surface. any pollutantshat do come out and about, it stays right near the surface. and unfortunately, that deteriorates the air quality. the other thing is you do have 245 cold air very close to the ground. i did mark harbin on the map here because it's not always bad as far as though wintertime temperatures. some people are making the best of it there in northeastern china. let's go to some video we have of the harbin ice festival. quite a famous event in this area. i do want to show you actually one of the main attractions this year is this 300-meter-long ice slide. if you like the cold, that's probably the where you want to be. especially if you're into extreme sports. massive ice blocks were taken from a frozen river right near by the festival here. lights set in. about 150-meter-long snow slide there as well. quite a popular spot. so starting off with a little bit of a light note there. people heading out and about. if you don't make it to that one, also in sapporo in february an ice festival takes plac

without any storms to scoop out the air pollution or winds to help push the smoke away from the bay areaare presented with the prbs we are seeing for the tenth straight day where the mountains act like walls around the bay dwrar. and with light winds the smoke has nowhere to go. we have another spare the air day tomorrow. north bay and the santa clara valley ig seeing the highest accumulations of smoke pollution into tomorrow. we might see one more into monday before the winds turn stronger into tuesday, and gives us a bit of a break. last year was the all-time record for january in terms of a dry month. for january those records look pretty low. we're through about a third of this month and still no measurable rain around the bay area. in the seven day forecast we'll hopefully i b break this pattern. later this week we should see changes. outside right now we have clouds but not much in the way of moisture that's reaching the ground. most of what the radar is picking up here isn't reaching the ocean or the land. different story in southern california. of course they have the golden glob

the stagnant cold air that has been keeping temperatures down is also trapping pollutants and creatingthe hazy skies that we're seeing outside. that isn't going to change much for the next few days. this big dome of high pressure isn't circulating much air, so we'll see a few spare the air days on sunday. the days become mild earl, but quite hazy. temperatures continue cold, but not as cold as they have been lately as you can see here. we'll be above freezing in santa rosa and in san jose. but there are no frost or freeze advisories. we'll have a complete forecast in a few minutes. >>> and students all over the bay area head back to school on monday, but tonight, a flood has one east bay high school scrambling to find space for them. a pipe snapped at newark memorial high school right before christmas and the water wrecked at least six rooms. mark kelly shows us now the school is figuring out where to hold classes while the damage is repaired. >> superintendent dave martin gives us a peek inside the torn apart classrooms. >> we have a lot of work ahead of us. >> water filled this room
