for more on this, gulliver cragg.et's talk about these latest rounds of peace talks and negotiations taking place. is there any reason these talks will succeed? >> expectations for these talks are not that high. the people's republic is not going to be represented by the head of state, but by a lower-level official. he originally signed the memorandum back in september. a week ago the rebels were saying they were not going to sit down to the negotiating table at all. some people think the reason why the russians have agreed to talk again is because they have been surprised by the resistance the attacks have met. they are feeling confident they are able to block the strong advancing and so far one or two localities have been the case that the rebels have been able to take. i saw three rocket launchers south bend toward the front line . this is very, very heavy artillery the ukrainians are bringing in. the rebels might think they have themselves given themselves a show of force, demanding they seed more territory. >> in
