approved 2 loans one for phase one and one for phase 2 to cover the base subsubsidy and a portion toover the cost over runs and also lenare funds to cover their portion of the cost over runs. while the dda require that all the subsubsidy doesn't explicitly state when it be delivered. in the cases of phases 1 and 2 won't be needed until construction is complete lenare requested they provide the funds provided closer to the time they are needed and as a substitute for that cash a letter of credit from a bank. so at this time staff is recommending the commission approve to allow the cost over run portion of lenare's contribution as long as we're in receipt of an an irrevocable letter of credit and we are recommending that so long as phases 1 and 2 maintain their current schedule to meet the funding deadlines and there's no additional cost to phases 1 and 2 for acquiring the letter of credit and it minimizes risk toal to alice grifth griffith and ocii and maintain consistent see with the development agreement and you approved that in october of this year so with that i'm going to turn it

we have been developing what we will call an initial construction phase set of improvements.ring a better travel experience to the corridor. these are elements for early delivery. after the environmental process has completed. it is -- we looked at at a subset, looked to identify a subset of the full project features including a bus only line from market street to spaniard avenue, and improvements including bus bulbs and other improvements operational improvements and pedestrian enhancements. the cost of the improvements, 15 to $20 million. the idea again is to bring the benefits with travel savings, and improvement and pedestrian improvements to the corridor sooner than the full project. in terms of the schedule this project is really three seems of work. we have the steps for the environmental process we would like to complete by the fall of 1015, and we would like to get started on doing the near term construction phase improvements doing conceptual engineering this winter and moving into construction by 2015 and 2016 and '17. we do want to keep moving forward on the full

for the design effort in 2014 we completed the construction cost update for phase 1. this update was a joint firefighter between the design team and c & g reflecting current market companins in san francisco and took into account changes in costs and cost pressures for construction and completed phase 1 issued for construction documents for the design in april. and we commissioned a survey that was presented to you in may, that was done by leland filler associates to attract more bidders and retain them and thereby reducing bid costs. as a result of the bidder sauri have an update to the general requirements and streamlined the bidding manual and revised the contract specifications and to make sure that the scope is aligned with the groups. in 2014 we also continued development of the value engineering and secondary mitigation measures to reduce cost. in december we issued a conform set for the issue for construction to the contractors and future bidders to make sure that the contractors on-board have the latest plans and that the future bidders have clear scope in th
