including the district, fairfax arlington, alexandria, prince george's county, the panhandle of western virginia, western maryland winter weather advisory's until 1:00 tomorrow afternoon. i expect some of those areas will come down before that. the concentration on the morning rush it will be messy. slick roadways, snowfall totals of about an inch. lower amounts further south. i think we will see a really tight cut off line of those who see nothing at all in those two -- and those who see just a trace. cumberland, these areas might see two or three inches of snow at the time the clipper moves out. morning low temperatures in the 20's. the storm moving in from the west, quickly moving out. then the skies begin to clear. the snow was expected to start at about 3:00 in the morning. as we move into the 5:00 hour, moving to 8:00 9:00, look at how quickly it moves out. at is good news. that means improving road conditions. overnight, temperatures near 18 to 26 degrees. once we get the snow out of here 30 to 35 degrees. the seven day outlook coming up in just a few minutes. >> thank you very much. >> s

and as the moisture moves in to the colder air, the mountains, it is starting to snow in western virginia and parts of north carolina. so here's what to expect in general for the shore and delaware, a wintry mix at the start, but mostly rain for this storm. the i-95 corridor starts to snow, then goes to ice, then goes to rain. and actually back to snow at the end. north and west snow get the most snow out of that also perhaps the most ice out of it too. but you're also going to change to rain and then you're also going to change back to snow. a lot going on here. you have to break it down even more and more and later segments. now, the poconos, it is going to be mostly snow but perhaps a little bit of ice. now, let's go take it hour by hour. 6:00, nothing going on. nothing to worry about. by 9:00 we have rain moving up but, remember it is moisture moving into the cold air. unlike what happened last sunday, it is not likely to start as freezing rain. and then icing everything over. in this case it starts as snow and when it changes over to ice, you got ice on top of snow instead of the bar

the pink patches you see in northern and western virginia. it will not make it to the metro area. there is a disturbance in the upper plains in the dadakotas. that's zipping down our way during the day tomorrow. bringing us a chance for some snow. here is my preliminary forecast and how much snow we may get. maybe an inch. maybe a couple of inches northern and western suburbs. mainly on grassy areas. the pavement will be above freezing. a light coating and maybe an ichlg. farther to the north there may not be as much. one narrow band here from the eastern shore through the metro area. maryland into northern virginia. eastern pan handle of virginia where there may be one to two inches. look how cold it is now. we're in the mid 20s nearby suburbs to low 20s parts of northern virginia. front royal down to 32. it's near 30s by the bay waters. before the afternoon a nice warming. a little bit of cloudiness. a little sunshine but temperatures should make it up to near 50s for a brief time by 2:00 or 3:00 this afternoon. overnight the clouds close in. look at the gorgeous rainbow. this w

we see up to a foot of snow a windy mix through kentucky and western virginia. the storm system is developing and rolling up the east coast as we get through the day tomorrow. it will be a cold rain for places close to the water. let's talk warm rain for the west. this is where we have a storm system moving onshore, where the snow lifts up. bringing in rain fall and wet snow. finally developing in the north cascades of washington. it's in north idaho, where we have the avalanche concerns. it's been issued today. strong winds here. they are just powerfully blowing across the coast. gusts up to 60 miles per hour and move inland. it's blustery in places, especially towards montana. it's windy, and you have the snow coming in on top of it. we have a winter storm warning down across dakota and wyoming, and we have winter weather across north washington and the winds, and the flood warnings. inland areas, 1-2 inches of rainfall. temperatures are so-called. we'll welcome 5-6 degrees of warming. >> it's sad when you look at 46 in seattle. thank you. >> here is a number

western virginia didn't have the same as eastern virginia did. similar to a debate we had. madison and monroe tried everything. they said one branch could be equal and the house -- they could be we're not going to take slaves into account. they said you don't know what you're talking about. this is the danger of bricknging old men to public life. they were so excited. to bring them to chair the convention. both sides running to succeed. and and. >> yeah, a lot of discussion. clear that madison moves out of the federalist, would have been the federalist orbit. the two parties were defined by the constitution. so now that the question to keep the constitution is out of the way, they find new issues to fight about. the new parties fall along different lines. a split in the cabinet between jefferson and hamilton, madison is firmly on jefferson's side of that split. looks like no more questions, thank you, everybody. applause [ applause ] >> watching american history tv, all weekend, every weekend on c-span 3. to join the conversation, like us

these farmers in western virginia. and the secretary of treasury and the government passed a law. it is the whisky tax. in western pennsylvania every farmer had a still to make money. it couldn't grow corn or wheat pact on wagons and appellations to march -- eastern markets, no way to transport it. they distilled it in liquor. they carry across the mountains and attacks on stills wipeout their profits, 15% tax and that is what they sold their whiskey for. and they rebelled. they burned down the house of the tax collector lynched a few tax collectors. and continue to march on philadelphia which is the temporary national capital during the entire washington administration. the first capital of new york for a couple years and moved to philadelphia. they are threatening to march in washington and again you search for lack of a better word, called the militia out from pennsylvania or several other states, put together an army of 13,000, congress didn't vote on it, a little over 13,000 men named alexander hamilton from the work inspector general washington was going to lead the army aga

temperatures to the mid-atlantic will continue to slide east offshoren today but may drop back from western virginianorthern virginia where it will drop off. 20 states under a windchill warning, advisory or watch overt next few days. brutal windchills feeling currently 20 degrees below zero or great. and that chill is going to be spreading east. forecast highsed to only in the single digits for portions of the midwest. teens all the way back to the great lakes. high temperatures will be below zero that without the wind factored in. it's going to feel like 15 to 30 degrees below zeerro by the time we get to thursday and friday. >>> a powerful rainstorm is blamed for flooding and mudslides that destroyed several homes in washington state. our seattle affiliate cairo reports from falls city a hard-hit area east of seattle. >> reporter: rising floodwaters and mudslides wreaked havoc across western washington monday and there may be more wicked weather to come. an entire hillside came crashing down on the coastal town monday washing away trees and knocks at least three homes off their foundation. >> i he

low in west virginia and has nothing to do yet with the developing storm off the coast of the carolinas. a little bigger picture might put this into perspective. we have snow across western pennsylvania west virginia upper level storm center that is going to yield its energy to the coast and weaken is spinning counter clockwise so you see how the moisture is coming up like this, the precipitation involved with the developing storm is moving this way at the moment. but later this afternoon and this evening, once this coastal storm really starts to intensify, we'll start to see the winds turn more to the north and northeast until the snow develops. we'll start moving to the south and we'll get it from wrapping around the storm center. that's a real tricky proposition sometimes because you got to figure exactly how far inland is this storm going to throw its moisture? it depends where the center is. how strong it gets. how wide it gets and there are a lot of things in motion here. so here's what you need to know. for the next couple of hours at least, we're still going to have some of the local bands and pockets but you notice over the past few hours how some of this since

meanwhile, western parts of virginia and maryland began their preparations for this storm hours ago. richard reid is live in western loudoun county with a look at the conditions early on. rich? >> yeah, alison it's been lightly snowing here but it's not sticking yet but you know just in time for the evening commute. take a look. this is route 7. these folks heading west towards leesburg right now. traffic was stacked up and very much stop and go at this point. but vdot says it is ready. now, we visited a vdot facility off route 7. they have 650 to 700 trucks loaded with salt and sand. by midnight, they stay they'll have 1,000 trucks that cross northern virginia. in the district they have about 200 snow trucks in place by 8:00 tonight and in maryland about 2400 pieces of snow equipment across the state. now, major thoroughfares have all been pretreated pretty much vdot tells us but it is a gamble, you know, no one knows exactly how much will fall or where. it is a very inexact science. >> we take the worst scenario and mobilize to that level and prestage our equipment. that way we can

some in western pennsylvania virginia some offshore. nothing has come together yet. so that's why this is all on the light side. and it's going to stay light as we go through the day tomorrow. we have to wait for this storm to develop offshore, has not done that yet. when it does it's going to pull in all sorts of moisture from the ocean. blizzard conditions from long island up to boston. that's where they are getting this historic storm. it's not happening here. it's happening up there. heavy snow in parts of our area. no doubt about that. and the greatest amount of snow the farther north and east you are, closer to new york city. so 10 to 15 inches mercer county, much of burlington county and into ocean county. six to ten across eastern pennsylvania down through many of the jersey suburbs and down toward atlantic city. look at the drop-off back to the west. three to six inches farther to the west. now, here is an example of what is going on. this is one computer model that actually brings a lot of snow in eventually. here we are 11:00 tonight and look. there isn't

panhandle of west virginia and western maryland already they've had about two to three inches. three inches out in garrett county as well as parts of washington and allegheny county. mid-afternoon when we'll likely see here by 2:00 that band of snow that's way off to our west. dipping down farther to our west and come all the way into the metro area. this is as of 6:00 p.m. we'll have more moderate snow moving in a broader area of moderate snow across northern virginia the district and maryland by 6:00 p.m. then staying still, mostly rain in southern maryland and over the northern neck. then that area of some of that moderate snow by 11:00 p.m. is still across northern virginia. the district and into the northern part of the chesapeake bay and north part of the eat begins to taper off as it tracks off to the east by dawn on tuesday. temperaturewise, into the evening hours down into the 20s through this evening and after midnight down to the upper 20s. any snow that falls will stick on untreated surface. g in its wake one to three inches around the metro area for total amounts b

head to the west, western maryland, west virginia likely to see a little bit more snow. snow totals around here, around arlington and alexandria probably just around an inch or so. it's going to be a nuisance snow. mainly because the timing of the system but the further north you go along the mason-dixon line western maryland two three, maybe even more than that on the way. this is the timing hour by hour as you move through the overnight into early tomorrow morning, this computer model shows 5:00 in the morning, snow overspreads the entire area. looks awful on this map. but look at how quickly all this moves on off towards the north and east. and we will see clearing during the midday hours but let me tell you, it is going to get mighty cold around here with daytime highs by the end of the week only in the 20's. here's our forecast as we move through the overnight. becoming cloudy. snow will develop after midnight. 18 to 26 degrees. highs for today, tomorrow, 30 to 35. the snow will come to an end during the late morning hours and temperatures will have a hard time clim

keep that in mind, if you have travel plans heading west towards places like maybe western maryland or west virginia or toward any of the ski resorts, they're not making snow this weekend. temperatures will be too mild. you can see the scattered showers continue to push through. next workweek they'll definitely be making snow. as we head into the afternoon tomorrow, we'll see pockets of heavier rain developing at times. there is the potential for a few rumbles of thunder sunday as the cold front of our storm system starts to move through. notice during the overnight hours early sunday morning the heaviest rainfall will push through the beltway and temperatures will be way milder than average, but overnight it's still dry, 28 to 34 degrees with mostly cloudy skies and on saturday morning a few scattered showers will mix in with some periods of steadier, maybe even heavier rain, temperatures in the 30s and 40s. so saturday morning will be miserable. in the afternoon a few more scattered showers develop. it will be seasonably chilly with a high between 40 and 45 degrees. winds out of the southeast at 1
