national cable satellite corp. 2015] susan: our guest on "newsmakers" this week is utah's governor gary herbert. the nation's governors are meeting in washington this week for their semi-annual confab and the governor is the vice-chair of the organization. this summer you will be taking over the gavel. before i introduce our two reporters, you announced to your reporters at home that your focus, when you take over the chairmanship, is going to be federalism. can you tell us what that concept means to you in 2015? gov. herbert: well, we are partners in sharing the responsibilities of government. the federal government with the states. it has always been envisioned that they were equal partners. states should not be subservient. yet we see with this continued growth and expansion, the federal government encroaches, i believe, into the responsibilities of the states. and that is not a partisan issue, that is a -- democrat republican, independent agrees that the government is taking over too much. so let's get back to the concept of responsibility as defined in our constitution and what we've alway

if it were not for north dakota, gary herbert would have achieved his goal of being the fastest growing economy in the country. we just keep chasing it and working hard to do the things that everybody has talked about. and the national media does call me and ask me why is north dakota so different from the rest of the nation over the last 10 years, and i think it is not that complicated. we have low taxes. we have a reasonable regulatory climate. we have a terrific workforce. we have a state government that we think is the most accessible government in the country. companies come to our state for that reason. you see deere and caterpillar building, microsoft is expanding. there is economic activity that is a long ways away from the oil fields. it is working well for us but at that pace, 10.4%, we have to go to stay on top of that. and keep everything going forward. inhighways getting built. buildings getting built. law enforcement expanding. all the social services you have to bring to bear. all that has to keep up. that is without a doubt our biggest challenge. >> what has been the imp

on february 10th of this year utah governor gary herbert issued an executive order to further facilitate the protection of the greater sage grouse grouse. as you know, the state of utah has already developed a conservation plan for the sage grouse, one that i think addresses a lot of the competing interests and certainly addresses the most significant threats to the population of this bird. can you tell me whether the fish and wildlife service has endorsed this plan and what the department's doing to coordinate with the state of utah? can you also give me your commitment that you'll work with governor herbert in giving this a chance to succeed? >> certainly i have been working with governor herbert. i'll continue working with him. i'm aware of his executive order and i very much appreciate it. i saw him just a couple of days ago at the national governors association and asked him if he could remove the 2017 expiration date because the fish and wildlife service needs to look over the long term to make sure that they can rely on the executive order in order to make their determination. and

[laughter] >> [inaudible] can you talk about what are some of the challenges some might be facing, just beginning that new role? governor john: sure. we do an orientation. governor herbert and i do both participate. but the two weekends after the election, we get all the new governors that are not even sworn in and we get experienced governors and the newbies and spend a couple days together. there is an agenda, a curriculum that starts with, ok, here is how to be prepared if you have a disaster. that's the first thing. know those systems and how they work because that is the one place where you're not going to have any sympathy, right? if you have the misfortune to have a natural disaster on your second week of the job, your citizens are going to expect you to get things done. it goes right on the list. how do you work with federal government around the complex issues of health care? we try to give the new governors a context. i think the new governors, and i don't have the list with me, but it is an interesting group of new governors. a lot of entrepreneurs a lot of independent thinkers, and i think entrepreneurs and kind of high-level managers from both parties, and
