nbc news political writer carrie dann joins us now. >> reporter: very wonky, stick we me. the way the budgets normally work a series of budgets come to the floor have to get a certain amount of votes. one gets above the threshold needed. that passes. other ones fail. the way that house republicans are doing this though, very concerned about a split in the republican party. there are some republicans who say defense spending is really important. pentagon needs more money. need more military budget. let's boost that. there are other republicans who say, no, no. we're concerned about the deficit and the need to spend low. house leaders are worried they wouldn't be able to pass a budget with the split. they're using the queen of the hill rule. or kayin akaren point of the budget. put a total of six budgets on the house floor. whichever one gets the most votes passes. so that's what they're going to do today. >> a little confusing. they're going to put six different budgets. is there one they really want? >> there is one they really want that includes the extra money for the mi
