joining me now is congressman john yarmuth, democrat from kentucky and democratic strategist margie o'mara. thank you both for being here. >> good evening, reverend. >> congressman, the uninsured rate in your state fell by over 10% after the health care law was implemented. what have you heard from voters? >> well actually, al, it's more than that. the uninsured rate actually dropped by 50%. in my district in louisville we actually reduced the uninsured rate by 81%. >> wow. >> we have 520,000 people in the commonwealth of kentucky previously uninsured, who are now insured. >> let me stop you there. 50% statewide and 81% in your district? >> 81% in my district. we had the deloit firm come in, the beshear administration, and project what the affordable care act would mean over the next six years. 40,000 new jobs they said. $30 million impact on the economy. and a positive $800 million impact on the state budget. this has actually exceeded what the governor projected when he decided to expand medicaid and form our own exchange, the kenect exchange. it's been an enormous success in kentucky. t

so that's really a pretty good outcome for the markets. >> margie what do you think about nasdaq 5,000 as a round number. what, if anything does it mean to you? >> it doesn't signify anything except the last time it was there compared to now the quality of the market the quality of the economy is much much better and so i think it shows we're ready to go higher. i don't think it says we're at a frothy peak ready to have a big correction. >> i think the point i'm trying to make is that all around the world you have markets flush with liquidity. it's a liquidity driven rally. nothing until the fed signals and definitively raises interest rates for that first time and maybe for a substantial period after that does anything begin to change. so why have a different view on the market than we've had for the last few years? >> i wouldn't necessarily take a different view on the markets that than we've had over the past few years. i certainly believe the economic backdrop is in a good place. i think markets can continue to move higher although i would certainly temper expectations. one of the

so is margie patel and rick santelli. rick, you're watching all these moving parts and pieces on the market today. does it all make sense or are they going in different directions here? >> you know i know many want to say, listen, if the only good hedge to weak equities is treasuries, why is the yields going up and the price going down but be cautious with thinking about that, too long. first of all, we're 25 basis points lower in yields in the 10 than we finished at 2.17% last year, and the dow is unchanged. so there is still that bias. but i do think that the reason we're somewhat out of phase today is partially what happened with the 5-year note auction but i think it speaks volume that without any new news, i really think that the treasury market is priced about right. 1.86% is huge support in 10s basically yesterday those were the yields we closed at. so i'm not surprised that yields have moved a bit higher. if it's a dynamic that continues in an aggressive fashion, then i think we can kind of look towards other area

at our meeting this week we were very sorry to see margie clellen's retirement. she has been invaluable to us and the only benefit they see that -- many benefits for her in coming retirement but the main benefit for us instead of being our wise and silent partner now she can join us in the public and have a say in whatever we discuss. the second point i would mention is that in the fall scott is going to program on our schedule to meet with the police commander for the vision zero so this is something that's a concern of the city, but we're very grateful that we will be meeting together, and vice chair nuru we will be implementing those films with our contractors too, so we were very happy to hear scott speak to that. we heard mark and sara speak and we're very grateful for sara's expertise in this and the historical perspective so we were assured by that as well as we were with steve's overview with steve and the team and the contractors about the delays and their fiscal responsibilities there, and so we feel it's in very good hands but something that we remain
