let's go live to nbc's tracie potts in washington. tracie we're hearing the prisoner's gun belonged to a security guard. >> exactly. local police hired private security to watch him. he was in a local jail on federal armed robbery charges. we're now learning from the police department he tried to hurt himself. they took him to the hospital. at some point he overpowered that guard, took his gun and fled with no shoes and appear hospital gown. this has been going on for several hours now. residents in the area getting 911 calls, reverse 911 calls urging them to be on the lookout. it's not clear if he's in or around the hospital or escaped into the neighborhood. obviously a very dangerous situation. initially we were told there were shots fired. we know now from police shots were fired. it's not clear if it was from this escaped suspect or if it was from police shooting at him. we do have a little more information now about his background as well from police this morning. as i told you, he was in on an armed robbery charge. apparently acc

tracie potts is live on capitol hill. tell me about what you're learning. >> reporter: brand new this morning, a german tabloid is reporting that that co-pilot andreas lubitz when he took a break six years ago from training underwent some psychiatric treatment. they're saying that he experienced a serious depressive episode and was under psychiatric treatment for a year and a half. they're quoting internal documents from you have tanlufthansa and other information and sources. they say all of this will be turned over to the french. meantime they have searched his apartment in germany, but the officials there say no crucial evidence was found. and all of will is fueling a growing debate about whether or not one pilot should be able to lock himself in the cockpit. that's something that was put in place after 9/11. but now we know at least seven airlines that have immediately changed their policies after this crash. they're now say has gone two people either a pilot -- two pilots or pilot and flight attendant must be in that

tracie potts is live on capitol hill where the challenge is coming up in congress. o see you, tracie. all right good morning. lawmakers want to know how a convicted felon with murder and explosives convictions ended up in the fast lane at the airport. that program is typically reserved for people who have had background check they give information in advance and may an $85 fee to be able to get in that fast lane for five years. but at a congressional hearing yesterday, lawmakers asked how this happened. this person also we're told was a former member of a domestic terror group and tsa only found out about it after a whistleblower gave that information. in response tsa is saying it was one error in a program that is very complex that they have been rolling out, that the person didn't apply to the program, it was part of a random selection. you can see that they're randomly selecting people based on backgrounds sometimes to go through fast lanes. they also say there is lots of other security that we don't see. but lawmakers want to st to make sure that when people are

tracie potts joins us from capitol hill with more on this. >> good morning. they want more money and more options. the usda said schools have to spend $1.2 billion more this year to meet the new standards and a lot of those schools, according to the school nutrition association, are either losing money more than half of them or about a fifth just breaking even. they're here to ask congress for 35 cents per meal more to help cover that shortfall. they're also asking for more flexibility on things like salt. they don't want to see the levels reduced anymore because many schools say they're having a hard time finding foods items that meet the standards that don't have so much sodium. they also say they're losing money because kids are throwing out the fruits and vegetables they're now required to get. they're required to pick them up. they're not required to eat them. one university study found that waste is up 100%. $684 million worth of fruits and vegetables being thrown out by kids who don't want to eat them. there is a new proposal here on capitol hill that

tracie potts live now on capitol hill with the latest on this. >> reporter: good morning. let's be clear about this the state department has said it is not or was not against the law to use a personal e-mail can for official government business. but what is may be how the e-mails are stored. if they are sensitive, top secret information, they have to be stored on a particular type of secure server. these e-mails were stored on a server at hillary clinton's home we now know. and they didn't note level of security there. they also all have to be archived at the state department. hers weren't turned over until requested. so that's part of what the republicans are asking the inspector general to take a look at and we're hearing there critics like john mccain who say while hillary clinton criticized the bush administration about their communications she was storing her own at home. now, we have not seen her on camera yet beyond that one tweet responding to this. some democrats are saying if she had had a campaign team in place, she may have responded faster. at this point the s

tracie potts is live in washington. what are the risks here for the u.s. in this war? >> oil and security. two big issues here in the united states. let's start with oil, dara. we've already seen prices per barrel go down $1 since those saudi air strikes. they have been creeping up. the concern is if yemen's government falls in that oil-rich region we could feel it at the pump. the other thing is security. yemen has been a big partner with the united states fighting al qaeda's strongest affiliate, al qaeda in yemen. again, if that government falls that could put that fight at risk against al qaeda in that region. now, it looks like the saudis have about ten nations on board this coalition to try to back those rebels out of that country. the rebels are backed by iran so it's sort of a saudi arabia versus iran situation there, which puts the u.s. in an interesting situation because while we are at odds with iran when it comes to a number of things also sitting down at the negotiating table trying to work out this nuclear deal next week is the deadline. >> tracie potts in

tracie potts is live on capitol hill with a look at how this is playing in washington. >> reporter: goodning. today here on capitol hill, it will play out before the house foreign affairs committee. they're getting an update on the talks from the state department, plus bringing in the treasury department to talk about sanctions. some lawmakers here particularly republicans want a lot tougher deal than they think secretary of state john kerry is negotiating right now. those negotiations expected to go through tomorrow. the wild card here is israel. now that it looks like benjamin netanyahu will remain in power he's been vehemently and publicly opposed to these talks. is that going to have an affect. the state department says no, some analysts say there is no way it can't have an effect on u.s./israeli u.s./israeli relations. so we'll watch what is going on in switzerland today to see if there are anymore announcements. as you said, the deadline to come up with the big picture, the framework for this nuclear deal, is the end of the month. >> tracie potts live on capitol hill. thank you. >>

. >> traci potts has our story. good morning. >> this morning. french prosecutors say the deep descent was deliberate and intentional. at some point when cruising altitude, the captain of the flight briefly left the cockpit and could not get back in. as they put it, he was voluntarily denied access. the only person inside that cockpit they say was a co-pilot who the french identified as andreas lubitz. we are trying to get more information about him at this point. and interestingly, they have no reason to indicate this was a terror attack. now, we don't know how that is reconciled, just that they don't have any evidence of that, or if they have evidence to the contrary. what we know, they have listened to the cockpit voice recorder. they say there was a very casual and friendly conversation between the pilots in the early part of this flight. again, they had just reached cruising altitude when the pilot stepped out. the captain stepped out for a moment. and, after that, they said they heard breathing by the co-pilot until the end but nothing, no
