but in some ways, this runs into what senator murkowski mentioned. sometimes the biggest challenge is us and the inner agency process. because a lot of the conversation is part of the study was really about the department of interior. the department of interior was in these processes and was very engaged, but they didn't request the study. this was about the department of energy trying to understand its emerging role in the arctic. but it was -- it was a part of the process that i think was very interesting. it was to see and to witness and have everyone experience it, as well as getting the critical voice from alaska. again, we in the washington policy communities get so focused on our inner agency fights and our regulation and who is doing what, and we've always been returned to what's important, and that's the people. and i was so grateful. again, for my two cents, i think the larger question this study raises, it doesn't come out, but this is my takeaway from it. does the united states want to develop the offshore arctic resources. do we or don't

so thank you chairman murkowski. i look forward to our discussion. >> thank you mr. secretary.is as much to consider but we see a lot of good, thoughtful reports with much to consider that come before us here in the congress. and one complaint that many of us have is that we -- and this is not corrected at you but we see these good strong follow-reports but then there's no follow up. one is the from last congress. i proposed it and the president noted it in one of his state of the unions. we never really saw anything happen from that. so the question, very broadly is how do you envision a plan for engagement with this committee, with the congress on the qer beyond this hearing? are you looking for input from members of congress here or are you going to send legislative texts? how are you moving forward from a broader perspective? >> madam chair if i may give a little historical perspective, i was co-chair of the president's council of advisers science and technology task force that recommended doing the qer a few years ago and as we were contemplating this we met with many memb

we have these fantastic priorities but agencies, this is again the theme we raised with senator murkowski, going to have to use existing resources and try to squeak, reprioritize and we know in this budget scarcity, this is really difficult. so that was sort of step one. we missed a huge opportunity that i think what the u.s. chairmanship is going to be is a lot of really good projects and highlighting projects and modeling projects that we'll showcase but, quite frankly, the funding will not be sufficient to boost them. great work being done but, boy, they need some turbo-charged government. now i never like to end on a pessimistic note so the white house did -- has a new body in place, the arctic executive steering group, which is led at very senior levels. this group has been charged with doing a gap analysis. so it's -- if you dare to read the white house's implementation plan for the national strategy for the arctic region, short little title, we do see where in the implementation plan there are clear outlines for -- and i quote, to coordinate better comprehension of the health and s

afternoon we will vote on a proposal that senator leahy and i along with senator heitkamp ayotte, murkowski and baldwin have put forth to reauthorize the runaway and homeless youth act programs which otherwise -- which already have expired. they expired in 2013. these are absolutely critical programs to preventing homeless youth and runaway youth from ending up in the hands of sex traffickers. the runaway and homeless youth programs are comprised of three programs: the street outreach program, the basic center program, and the transitional living program. they have helped thousands of our homeless youth meet their immediate needs and provided long-term residential services for those who sadly cannot be reunited with their families. the amendment that we are operating complements the underlying bill by addressing prevention intervention and recovery services for trafficking victims particularly among the most vulnerable population: our homeless youth. according to a 2013 report by the institute of medicine and the national resource council homelessness is one of the most common risk factors

murkowski: i h thank you my friend from north dakota.you have articulated the case so well not only from a domestic perspective but internationally as well. we need to appreciate that as we are recognized as a nation as that super power when it comes to our military strength and all that those who serve us have to offer, that we are also an energy super power. and we have not yet embraced that as a responsibility, as an obligation to use that to not only our advantage but the advantage of our friends and allies around the globe. and that's an important transition a transformation that we need to make. we are mired down in policies that are decades old based on history that is no longer relevant given the geopolitics of today. we have an opportunity to wake up to where we can be, how we can lead from an international perspective. and it can begin with the strength of our energy and our energy resources. but we have to believe in our own possibilities. right now i think we're lagging in that. so i appreciate all that my colleague is doing
