if you look at the san francisco jail population under 6% now of san franciscans are african-american yet 56% of jail inmates are black. whitings make up 22% and 42% of san francisco -- latino americans 15% and asian and the statistics are here and wildly disproportionate. for youth it's no better. african-americans ages 18-25 are the largest demographic in the san francisco county jail and the population of san francisco juvenile hall is about 51% black and 6.6% white. this indicates that's 50 times more likely for an incarcerated black youth to be be at the youth guidance center. according to usa today san francisco is one of the cities listed along with 1580 other police departments that have higher arrest rates of black people, higher than in ferguson. in terms of in a criminal case one of the first things that occurs is the bail setting. these are national studies. we don't have any studies for san francisco but this shows that black defends are assigned greater bail levels than the white counter parts when they're accused of similar offenses and as a result have lower probabilit

. >> my name is deborah and i have worked in the arts community in san francisco for 20 years. i have 17 och the years running intersection city arts. i'm the ceo at yeerba braina for the arts and also a member of the arts alliance. i feel i have a perfective i want to share and one is cultural equity is real concern and we are grateful you are looking tat. we need to come together and insure the arts community and all the diversity is afforded. it is time to focus on this. the arts committee and our city have not gained from the division among us. they have not gained. i would like to see us working together and in addition to this report i'm pleased that the san francisco foundation is also doing some work on this so policy link and so is the ford foundation so i think we can work together. i'm happy to report the arts alliance is committed to community organizing and working across the field. we are totally supportive of cultural equity. you will see us work together and see it grow and the impact of that and i'm hopeful for the future in san francisco. i want to share somet

community and san francisco public defender's office. what i see is occurring right now in san francisco and plays off of reverend brown's comments there is a felonyization occurring in the african-american community and the african-american community areas of san francisco and that is what is happening with the criminal justice system in regard to blacks in san francisco, and the problem is really focused on those areas. that's where you see the explicit and implicit bias and that's where we see it as public defenders and what we did with the plan for reform and you have a copy of it and i focus in the discussion and what i think as councilmembers you should focus on is the implicit bias training, is the assignment of people of color to the black communities and blown communities and incentives that you can provide for officers to serve in those communities. >> >> either financially or some other way so officers of color serve in those communities. what commissioner -- director hicks said with regards to body cameras san francisco has t

i think this debate is important, but the bottom line is this, that what is happening in san francisco is that we have produced but what we produced isn't affordable to most san franciscan and you take as a example what supervisor kim was saying about the mission. 7 percent of the units that are in the pipe line now in the neighborhood are affordable. 7 percent. that's after looking at the numbers that show that the mission economic development agency noted in the last few years you have 8 thousand latino families that are pushed out of that neighborhood. for those families what you build does matter. it is relevant and significant because housing is not like any other commodity. housing insuch especially doesn't happen in a vacuum. the fact is we don't have unlimited supply of land and for aench market rate development that you build, that land that could have been used for afford blg housing that isn't used for affordable housing. so, i understand that there is the different perspective and where think we can have disagreement without being disagrubl and the realty is that this goes
