eastern to resume debate on the house passed usa freedom act. that bill expired -- extends expired surveillance provisions. authorization for the data program expires at midnight on sunday without senate action. senator rand paul is a leading voice against the nsa surveillance tactics. he released a statement on what he intends to do when the senate returns. it reads, in part -- from senator rand paul. president obama spoke about the patriot acts expiring provisions in his weekly address. the republican address was given by deb fischer. president obama: hi everybody. as president and commander in chief my greatest responsibility is the safety of our people. in fighting against terrorists we need to use every effective tool at our disposal, both to defend our security and to protect the freedoms and civil liberties enshrined in our constitution. tomorrow, sunday at midnight, some of the tools we use against terrorists will expire. that is because congress has not renewed them and legislation that would the usa freedom act is stuck in the senate.

three votes short on the usa freedom act. substantial 15 votes short on reauthorization of the patriot act. what does that tell you? where do you believe this puts the debate going forward? mr. earnest: what makes clear is there is strong bipartisan support for the usa freedom act. we saw that clear bipartisan support in the u.s. house of representatives. 338 democrats and republicans voted for that legislation. in the senate, we saw 57 democrats and republicans voted to begin the debate on this particular piece of legislation. that is an indication there a similar support for this legislation in the u.s. senate. so as i was conveying to john, the hard work of this has already been done. these are obligated policy issues that deal with national security and civil liberties that deal with cutting edge technology, unimaginable amounts of data. and to work through, in this highly partisan political environment, a bipartisan copper must -- compromise through a dysfunctional house of representatives is an a compliment. i do not me

the house has already passed its version of the usa freedom act. what are the options for the senate majority leader when he tries to get a vote on this later this evening? guest: he will try to get another vote on the usa freedom act that passed the house. he only got 57 votes before. he needs 60 to pass this along. there might be three members who have disappointed -- decided to support, but even if he gets the three vote, senator rand paul may drag this on so that they don't get a vote until monday or tuesday. there may be a one or two day lapse and the program's steering senator mitch mcconnell can also try for a one week extension to have more time to debate, or a two week, or a one-month program. the house has not voted on this. they would have to come back to vote, which they will not duo tonight. host: that is what happened before the memorial day recess. guest: exactly. it is virtually impossible, unless senator paul has a change of heart, which he said yesterday that he won't to get things past in the senate today. it is almost more impos
