problem solving at a leadership level that we are asking you to penetrate and resolve and not do what dorsi has noted that we are working on fear and putting people in jail that we don't need to. the other point we want to make is on bias which we have in the burns report will highlight this. most of the racial bias is helped by the health bias, transgender bias. you don't ask a sheriff to intervene. >> please wrap up. >> you just don't. it's inappropriate. we are inappropriately jalg people and we are asking the sheriff and the police to do the wrong thing. we need community based intervention. >> thank you. ms. thomas next speaker. >>> thank you, laura thomas with the drug policy alliance. thank you all for holding this hearing and thank you for continuing the jail hearing until july 16th so we can have a longer conversation about that. but on the topic of bias and the criminal justice system, one of our challenges is that we continue to use the criminal justice system to address problems that it was never designed to fix. we are asking our criminal justice system to deal with drug use, m

institution, the agents, the slave catchers that would feed the billion dollar jail and like my mentor dorsi said, we don't need another institution that the agents will fill. but the reality as i was blessed to be in a report on punishing the poorest today from our comrades on coalition of homelessness and advocacy project as more of us get thrown on the street, more of us get into the new public housing which is the jail system. of course they are building this jail, the ginormous institution to put all of us homeless in. everybody in this room knows. we are making those beds available at the same time as making sure that poor people no longer have somewhere to sleep. i know you tried to put a moratorium on the people. i know that didn't go through because of the politics and the rich people. i will say that because the public space and no longer becomes public. we will rise up and we could not let this happen. we could not let this system continue to incarcerate every poor person it gets. >> thank you. next speaker, please. >> good afternoon, supervisors. coalition on homelessness. i appr

. >> chris dorsy, the veteran that shot that video, joins us live from atlanta. how are you doing?g good. how are you? >> why did you go to that v.a. and what kind of impression were you given by the person standing behind that screen? >> i went to the v.a. in oakwood the day before yesterday just to try to straighten out my situation and receive treatment there at the oakwood facility. i had previously been to a va clinic in lawrenceville, georgia and been not necessarily denied but i walked up to the desk explained my situation and the ladies handed me a flyer and told me they couldn't help me. the flyer was just directions to the atlanta v.a. medical center. i told my family and friends of this immediately as i was in the parking lot. some of them that have dealt with the v.a. knew this all too well. my family members, some of them they were in kind of disbelief. >> sure. next morning when i decided to try a different v.a. clinic i wanted to have my camera rolling just in case anything did happen. i'm a firm believer in i'm not going to open my mouth and speak to something if i
