ms. delauro: mr. chairman, i yield myself two minutes. the chair: the gentlelady is recognized for two minutes. ms. delauro: mr. chairman, my amendment would make clear that foods labeled natural cannot contain genetically modified material. i want to emphasize right from the outset it is about our basic right to know what we are eating and what we are feeding to our children. f.d.a. already requires clear labeling of over 3,000 ingredients additives and food processes. one example, fruit juice must indicate whether or not it's from concentrate. clearly that's not a judgment on food safety. it's a simple matter of transparency. g.m.o. -- calling g.m.o. foods, quote, natural, is not transparent. it is confusing, and we have the data to back that up. as members can see from the chart behind me almost 2/3 of american adults believe that natural already means g.m.o.-free, and 84% agree that that's what it should mean. we need to make sure that food labels reflect that commonsense understanding. as drafted

ms. delauro, for five minutes. ms. delauro: mr. speaker, next week marks the 90th birthday of a great american business pratman whitney. it all started with 26 employees and 12 machines and an old car plan in hartford, connecticut. nine decades later, they employ more than 9,000 people in connecticut and ranks among my state's biggest employers. engines from there carried charles lindhberg, amelia earhart and wiley post. during world war ii, the company powered half the u.s. aerial fleet. later, pratman whitney developed jet engines for iconic aircraft like the b-52 the black bird and the boeing 747. its technology even helped power the apollo 11 moon lander. this tradition of excellence continues today. pratman whitney engines built in my district provides a beating heart of the f-35 lightning 2. the company remains a key player in an industry that helps to safeguard our national security. it is my honor to congratulate pratman whitney on 90 years of achievement. we thank you and to the men and women who work there, we say again,

ms. delauro: i ask unanimous consent to address the house for one minute and revie and extend. the speaker pro tempore: the gentlelady is recognized. ms. esty: thank you, mr. speaker, in connecticut we know all too well the devastation caused by gun violence. we will never stop mourning the lives of 26 people who were ripped from us by the horrific shootings in newtown. but just as tragic are the deaths that don't make national headlines. mr. speaker, we have a serious problem with gun violence in this country which no person or community is protected. this year alone in the capital city of hartford, gun violence has claimed 19 lives. and yet today this house is scheduled to adjourn for the next five weeks, refusing to bring this urgent public health matter to the house floor refusing to address gun violence that is hurting america. i have joined with colleagues from across the aisle to propose a bipartisan bill to expand background checks to all commercial gun sales. legislation that if enacted would have prevented several of the most recent mass shootings. i urge the leadershi

ms. delauro: i rise in opposition to this rule and the underlying bill. the bill provides for an increase of $175 billion per year in the budget for the national institutes of health. and i applaud to increase funding. i'm a survivor of ovarian cancer and i'm alive today by the grace of god and medical research. i appreciate biomedical research. this increase isn't enough to restore n.i.h. since fiscal year 2010, national institutes of health has seen its budget erode by $3.6 billion, an 11% cut. if we are serious about funding life-saving research, we must raise our level of ambition. it sets aside of the increase to be spent in certain specified areas of research. this is a wrong approach. the best people to decide that are scientists and not politicians. we should not substitute our judgment for theirs. i'm concerned that the bill would lower standards for medical device approval at the food and drug administration and create new pathway for approval that involves less rigorous testing requirements. this is a wrong approach. it is our duty to protect t
